收藏:18个地区光伏发电国家政策补贴2021年,在标准完善、政策推动、技术进步、商业模式创新等多重因素带动下,户用光伏从缓慢增长进入快速爆发阶段。2016年至2020年,户用光伏新增装机占比从0.9%提升至21%。2021年1-9月,我国户用光伏新增装机11.7GW ,在新增装机中占比达到45.7%。

随着行业从粗放发展步入规范化、规模化、产业化发展新阶段,户用光伏正成为助推“双碳”目标与乡村振兴的中坚力量。

标准建设实现“全覆盖”行业的快速发展离不开标准规范的引领,无论是国家、地方层面还是行业协会和户用企业,都出台了相关领域的标准,实现了标准建设的“全覆盖”。

2003年,国家出台了《家用太阳能光伏电源系统技术条件和试验方法》,拉开了户用分布式光伏标准化建设的序幕。随着户用光伏市场的发展,2016年,国家发布的《户用分布式光伏发电并网接口技术规范》,为户用光伏的并网接入提供了依据。“我们很早就意识到管理和标准的不健全必将影响行业发展和民众利益。为了促进行业规范、有序发展,协会开始加快户用光伏系统的标准体系建设,完善户用光伏市场环境。” 中国光伏行业协会户用专委会秘书长刘译阳表示。

2017年11月20日,中国光伏行业协会印发了2017年第二批光伏协会标准制修订计划,户用光伏系统系列标准的立项和研制工作也正式启动。两年后,协会批准发布了10项户用光伏并网发电系统系列标准,使得户用光伏系统建设真正做到有标准可依、有标准可循。与此同时,各省市也在结合地方资源禀赋情况,制定针对性的地方标准。2018年,浙江出台首个户用光伏标准——《家用屋顶分布式光伏发电项目服务指南》,严格质量标准,规范服务流程,加强行业自律。目前,我国户用光伏行业已经建立了较为完善的标准化体系,覆盖国家、行业、地方、团体标准,涉及产品、技术、设计、施工、运维等多个方面,为行业规范发展提供了方向指引。

规范管理创造用户价值在参与行业标准化建设的同时,不少户用光伏品牌商将标准化与经营管理有机结合,建立了一套行之有效的标准化管理体系,有力保障了电站的稳定运行和用户利益。在加盟商管理方面,一些户用企业在合作商评估遴选机制、合同管理和奖惩考核、用户调查回访等方面提升精细化管理水平,建立帮扶、管理、服务三位一体的管控体系,用扎实的服务切实保护用户利益。

在从业人员的培养方面,部分一线品牌商成立了专门的培训部门,建立了多层次、系统化的培训体系,“线上+线下”相结合,帮助从业人员从理论到实操快速掌握相关技能,为行业输送专业化人才。在工程质量管理方面,部分企业充分利用信息技术手段,实现了户用电站从前期开发到设计、发货、安装、并网、验收的闭环管理和实时共享。并借助智能化运维平台,对电站进行实时监控、故障排查、自动派单、现场服务等全流程管理。随着行业标准化水平不断进步,企业的规范发展意识不断增强,进一步提升了户用光伏市场的品牌化、专业化程度。在“碳达峰、碳中和”目标与乡村振兴战略的良性驱动下,光伏新能源产业正步入发展快车道,我国户用光伏产业已从起步阶段的“微不足道”发展至如今的 “举足轻重”,在规范有序中阔步前行,未来想象空间巨大。

附全国18个地区分布式光伏补贴政策,建议收藏:

1.浙江温州,光储补贴9毛/度

10月25日,浙江温州市人民政府办公室印发《温州市制造业千企节能改造行动方案(2021-2023》,推动光伏项目参与电力市场交易。

对完成备案并接入市级分布式光伏数字化管理平台的“自发自用、余量上网”的分布式光伏项目,按照实际发电量,给予0.1元/千瓦时的补贴。鼓励储能项目市场化运行。对于实际投运的分布式储能项目,按照实际放电量给予储能运营主体0.8元/干瓦时的补贴,鼓励各地加大对集中式储能项目的支持。

2.浙江平湖,居民户用光伏补贴1元/度

10月26日,浙江省平湖市人民政府发布关于公开征求《平湖市新一轮鼓励光伏发电项目建设的若干意见(征求意见稿)》。

对工商业屋顶光伏发电项目,实行三年发电量补助,每年按实际发电量给予0.1元/千瓦时电价补助。

对学校、医院、党政机关和村(社区)等公共建筑屋顶光伏发电项目,实行三年发电量补助,每年按实际发电量给予0.15元/千瓦时电价补助。

“农光互补”光伏发电项目,实行三年发电量补助,每年按实际发电量给予0.2元/千瓦时电价补助。

对居民户用屋顶光伏发电项目实行一次性装机补助,按装机容量1元/瓦补助。

3.浙江丽水,补贴0.6/度补贴逐年递减

10月9日, 丽水市发展和改革委员会发布《丽水市人民政府关于加快推进分布式光伏规模化开发的实施意见(征求意见稿)》。对市区(含莲都区和丽水开发区)2021年、2022年、2023年并网的户用分布式光伏项目给予一次性建设补贴,补贴标准分别为0.60元/瓦、0.50元/瓦、0.40元/瓦;补贴资金由市财政、莲都区或丽水开发区各承担50%。市级各有关部门和各县(市)政府要整合各类政策资源,研究出台支持屋顶分布式光伏发展的扶持政策。

4.浙江宁波,补贴0.3元/度

2021年9月8日,宁波市住房和城乡建设局印发《关于大力推进建筑屋顶分布式 光伏发电系统应用工作的若干意见》 (征求意见稿),提出:

由市级财政对2021年至2025年期间并网的建筑屋顶光伏项目按0.3元/千瓦时标准给予补贴,补贴时限为并网发电之后第二个完整抄表月起12个月。

2025年底,全市推进屋顶分布式光伏发电建设工作,力争30%以上的建筑屋顶设置分布式光伏发电系统,90%以上新建建筑全面落实分布式光伏发电系统,建筑领域分布式光伏装机容量占全社会累计光伏并网容量超过3%。

5.浙江乐清,补贴0.2元/度逐年递减

2021年4月21日,浙江省乐清市人民政府发布《关于调整全市居民分布式光伏发电项目市级财政补贴的通知》,提出:

对于2021年4月30日之前并网以及2020年8月1日之前并网的分布式光伏项目则继续享受之前0.3元的补贴;5月1日之后并网的分布式光伏发电项目补贴调整至0.2元/度;2022年1月1日之后并网的分布式光伏发电项目补贴调整至0.1元/度。

2021年5月1日之后并网的居民分布式光伏发电项目,符合相关规定要求的,乐清市级财政补贴调整至每千瓦时0.2元,有效期至2021年12月31日止。对2022年1月1日之后并网的居民分布式光伏发电项目,符合相关规定要求的,乐清市级财政补贴调整至每千瓦时0.1元,有效期至2022年12月31日止。2023年1月1日起取消乐清市级财政补贴。

6.江苏南京

2021年3月16日,南京市城乡建设委员会与南京市财政局联合印发关于印发《南京市绿色建筑示范项目管理办法》的通知,就进一步推动南京市绿色建筑高质量发展出台相关政策。

绿色建筑示范项目给予一次性资金补助,同时不高于合同价的50%。

绿色建筑单体示范项目按照建筑面积予以补助,二星级示范项目补助标准为20元/㎡,最高不超过30万元。三星级示范项目补助标准为30元/㎡,最高不超过50万元;绿色建筑片区集成示范及绿色小镇项目根据规模和技术应用水平由专家评审决定,补助金额最高不超过300万元。

新建浅层地能(地源热泵、水源热泵、可再生能源区域能源站)示范项目按照示范面积不超过50元/㎡予以补助。

太阳能光伏项目按照不超过500元/kW予以补助。原则上单个可再生能源建筑应用示范项目补助金额最高不超过200万元。年进行补助。

7.浙江江宁开发区,鼓励合同管理模式补贴0.2/度

9月,江宁开发区制定并发布《江宁经济技术开发区促进绿色发展暂行办法》,对新建分布式光伏发电的项目投资方按照发电量给予补贴,补贴标准为0.1元/千瓦时,单个项目最高享受补贴时间为3年,补贴时间范围在本办法有效期内。由项目投资方于项目并网后在线持续运行6个月以上后提出申请。

对采用合同能源管理模式新建分布式光伏发电项目应用方(屋顶方)按照项目装机容量给予一次性补贴,补贴标准为0.2元/瓦。单个项目最高补贴100万元。由应用方(屋顶方)于项目并网后在线持续运行6个月以上后提出申请。

8.江苏苏州工业园区,光储补贴0.4/度

在苏州工业园区内,对于备案实施且已并网投运,接入园区低碳能源公共服务平台的项目,补贴3年:分布式光伏按自投运后的发电量进行补贴0.1元/千瓦时。储能项目按自投运后的发电量(放电量)进行补贴0.3元/千瓦时。该补贴有效期至2021年12月31日。

9.北京,光伏建筑一体化应用补贴0.4/度

2020年11月18日,北京市发改委下发《关于进一步支持光伏发电系统推广应用的通知》,提出:

北京市将实施六大阳光工程:1)阳光惠民工程、2)阳光园区工程、3)阳光商业工程、4)阳光乡村工程、5)阳光基础设施工程、6)阳光公共机构工程。

对于本市行政区域范围内已完成备案,并于2020年1月1日至2021年12月31日期间采用“自发自用为主,余量上网”模式并网发电的分布式光伏发电项目,市级财政按项目实际发电量给予补贴,每个项目的补贴期限为5年,补贴对象为法人单位或个人。

1)一般工商业电价、大工业电价或农业生产电价的项目补贴标准为每千瓦时0.3元(含税)。

2)个人利用自有产权住宅建设的户用光伏发电项目补贴标准为每千瓦时0.3元(含税)。

3)学校、社会福利场所以及全部实现光伏建筑一体化应用(光伏组件作为建筑构件)的项目等补贴标准为每千瓦时0.4元(含税)。

光伏建筑一体化应用(光伏组件作为建筑构件)的项目,补贴标准为每千瓦时0.4元(含税)。属于三星级绿色建筑运行标识项目,每个项目的补贴期限为3年,标准为80元/平方米。属于二星级绿色建筑运行标识项目,每个项目的补贴期限为3年,标准为50元/平方米。

10.北京顺义区,按照市级补贴标准 1:1 比例进行补贴

2021年5月18日,北京市顺义区发改委下发《关于印发进一步支持光伏发电系统推广应用的通知》,在北京市的补贴上,区级按照市级补贴标准 1:1 比例进行补贴,补贴期限为 5 年。

补贴情况:

一是鼓励市区两级政府固定资产投资支持的新建或改扩建项目优先采用分布式光伏发电系统。鼓励采用合同能源管理方式,由市场主体投资建设运营,并按政策享受补贴。

二是适用一般工商业电价、大工业电价或农业生产电价的项目,及个人利用自有产权宅基地建设的户用光伏发电项目,补贴标准为每千瓦时0.3元(含税)。

三是学校、社会福利场所等执行居民电价的非居民用户项目,补贴标准提高至每千瓦时0.4元(含税)。

四是对全部实现光伏建筑一体化应用(光伏组件作为建筑构件)的项目,补贴标准提高至每千瓦时0.4元(含税)。

11.北京西城区,鼓励合同能源管理

2021年1月15日,北京市西城区发改委下发《北京市西城区支持鼓励节能降耗管理办法》(修订)的通知,提出:

节能资金支持方式分为补助和直接奖励。项目申报单位可根据项目具体情况自愿申报资金支持方式,同一项目只能申请一种方式。补贴有效期至2025年12月31日。新能源、可再生能源开发利用及推广项目,给予总投资额30%的补助;

合同能源管理项目,在北京市政府补助基础上给予市级补助资金50%的补助;

通过国家绿色建筑运行三星、二星认证标识的建筑,在享受国家、市级奖励的同时,分别一次性给予30万元、20万元的奖励。

12.北京经开区,光伏建筑一体化应用补贴0.4元/度

2021年8月23日,北京经济技术开发区管理委员会下发文件《北京经济技术开发区2021年度绿色发展资金支持政策(征求意见稿)》,拟对15类绿色低碳项目给予政策性资金支持。其中,分布式光伏项目拟在北京市级资金补助的基础上,经开区按照1:1配套奖励。补贴期限为 1年。

分布式光伏项目的奖励标准为:

常规类项目,一般工商业电价、大工业电价或农业电价的项目补贴标准为每千瓦时0.3元(含税);

学校、社会福利场所等执行居民电价的非居民用户项目补贴标准为每千瓦时0.4元(含税)高端应用,全部实现光伏建筑一体化应用(光伏组件为建筑构件)的项目,补贴标准为每千瓦时0.4元(含税)。

奖励计算周期为1年,项目投资方和场地产权方各50%,且每个项目的区级配套奖励资金与北京市奖励资金合计不超过该项目总投资额的50%。

13.上海,学校光伏补贴0.36元/度

2020年6月2日,上海市发改委、财政局联合下发《上海市可再生能源和新能源发展专项资金扶持办法(2020版)》提出:

在市节能减排专项资金中安排资金用于扶持2019年-2021年投产发电的可再生能源项目发展。其中:

2019年光伏电站奖励标准为0.3元/千瓦时,分布式光伏(含户用光伏)奖励标准为0.15元/千瓦时(学校光伏为0.36元/千瓦时)。

2020年、2021年投产光伏项目奖励标准以2019年标准为基准分别减少1/3、2/3。

14.上海浦东区

2021年7月19日,上海市浦东新区发改委下发《关于开展2021年浦东新区分布式光伏发电专项资金项目申报工作的通知》,提出:

2020年7月1日至2021年7月31日期间,在新区范围内投资建成的单个装机容量不低于1兆瓦(MW)的分布式光伏发电项目。项目补助标准,给予项目投资主体项目固定资产投资额(光伏相关部分投资总额)20%的一次性补贴。单个项目补贴总额不超过500万元。

15.陕西西安,光储补贴1.1元/度

2020年12月25日,西安市工信局发布《关于向社会公开征求<关于进一步促进光伏产业持续健康发展的意见(征求意见稿)>修改意见的通告》,提出:

1)对新进入工信部《光伏制造行业规范条件》公告的企业,一次性奖励50万元。

2)对2021年1月1日至2023年12月31日期间建成并网且符合国家和行业标准的分布式光伏项目,自并网次月起给予投资人0.1元/千瓦时补贴,连续补贴5年。

3)对2021年1月1日至2023年12月31日期间建成运行的光伏储能系统,自项目投运次月起对储能系统按实际充电量给予投资人1元/千瓦时补贴,同一项目年度补贴最高不超过50万元。

16.广东广州黄埔区/开发区/高新区

2021年5月12日,广州市黄埔区、开发区、高新区发改局联合下发《广州市黄埔区 广州开发区 广州高新区促进绿色低碳发展办法》。

对分布式光伏发电的投资方按照发电量给予补贴:

应用方(屋顶方)为非公共机构的:补贴标准为0.15元/千瓦时;

应用方(屋顶方)为公共机构的:补贴标准为0.3元/千瓦时。

2020年计起,单个项目最高享受补贴时间为6年。补贴时间范围为2020-2025年。

对采用合同能源管理模式建设分布式光伏发电项目应用方(屋顶方)按照项目装机容量给予一次性奖励,奖励标准为0.2元/瓦。单个项目最高奖励金额为200万元。

17.广东深圳市,补贴0.3元/度

2021年8月28日,深圳市发改委就《关于大力推进分布式光伏发电的若干措施(征求意见稿)》和《深圳市分布式光伏发电财政补贴政策实施细则(征求意见稿)》征求意见。文件提出:力争“十四五”期间深圳市全市新增光伏装机容量达到500万千瓦。深圳市行政区域范围内已完成报批流程,并于《若干措施》印发之日至2026年12月31日期间建成并网光伏项目纳入补贴范围。市级财政按项目并网之日至2026年12月31日期间实际发电量给予补贴,补贴标准为0.3元/千瓦时。该政策有效期至2026年12月31日。

18.广东东莞

5月31日,东莞市发展和改革局发布关于继续施行《东莞市发展和改革局分布式光伏发电项目资金管理办法》公开征求意见的公告。

专项资金的补助方式为事后补助,补助标准如下:(一)对建设分布式光伏发电项目的各类型建筑和构筑物业主,按装机容量18万元/兆瓦进行装机补助,单个项目补助最高不超过144万元,补助平均分四个财政年度拨付。(二)对机关事业单位、工厂、交通站场、商业、学校、医院、社区、农业大棚等非自有住宅建设企业分布式光伏发电项目的各类投资者,按实际发电量补助0.1元/千瓦时,补助时间自补助申请批准后的次月起,连续5年进行补助。(三)对利用自有住宅及在自有住宅区域内建设的居民分布式光伏发电项目的自然人投资者,按实际发电量补助0.3元/千瓦时,补助时间自补助申请批准后的次月起,连续5年进行补助。


In 2021, driven by multiple factors such as standard improvement, policy promotion, technological progress and business model innovation, household photovoltaic has entered a rapid outbreak stage from slow growth.   From 2016 to 2020, the proportion of newly installed photovoltaic units in households increased from 0.9% to 21%.   From January to September 2021, 11.7GW of photovoltaic installed capacity was added, accounting for 45.7% of the total installed capacity.  

 

As the industry has stepped into a new stage of standardized, large-scale and industrialized development from extensive development, household photovoltaic is becoming a key force in boosting the goal of "dual carbon" and rural revitalization.  

 

The rapid development of the industry cannot be separated from the guidance of standards and specifications. No matter at the national and local levels, industry associations and household enterprises have issued standards in related fields, realizing the "full coverage" of standard construction.  

 

In 2003, the state issued the Technical Conditions and Test Methods for Household Solar Photovoltaic Power Supply System, which opened the prelude to the standardized construction of household distributed photovoltaic.   With the development of the household PHOTOVOLTAIC market, in 2016, the State issued the Technical Specification for Grid-connected Interface of Household Distributed Photovoltaic Power Generation, which provides a basis for the grid-connected access of household photovoltaic.  "We have long recognised that inadequate regulation and standards will affect the industry and the public.  In order to promote the standardized and orderly development of the industry, the association began to accelerate the construction of a standard system for household photovoltaic systems and improve the market environment for household photovoltaic."   China Photovoltaic Industry Association household special committee secretary General Liu Yiyang said.  

 

On November 20, 2017, China Photovoltaic Industry Association issued the second batch of 2017 photovoltaic association standard revision plan, and the project approval and development of household photovoltaic system standards were also officially launched.   Two years later, the Association approved and issued 10 series of standards for household photovoltaic grid-connected power generation system, making the construction of household photovoltaic system truly have standards to follow and follow. At the same time, provinces and cities are also developing targeted local standards based on local resource endowments.   In 2018, Zhejiang issued the first household PHOTOVOLTAIC standard -- "Household Roof Distributed Photovoltaic Power Generation Project Service Guide", strict quality standards, standardize service process, strengthen industry self-discipline.  At present, China's household photovoltaic industry has established a relatively perfect standardization system, covering national, industrial, local and group standards, involving products, technology, design, construction, operation and maintenance and other aspects, providing direction for the development of industry norms.  

 

Standardize management to create user value.  While participating in the standardization construction of the industry, many household PHOTOVOLTAIC brands have organically combined standardization with operation and management, established a set of effective standardized management system, and effectively guaranteed the stable operation of the power station and the interests of users.  In terms of franchisee management, some household enterprises improve the refined management level in the evaluation and selection mechanism of partners, contract management and reward and punishment assessment, user survey and return visit and other aspects, establish a trinity control system of help, management and service, and effectively protect users' interests with solid services.  

 

In terms of employee training, some first-line brand companies have set up special training departments and established multi-level and systematic training systems. The combination of "online + offline" helps employees quickly master relevant skills from theory to practice, and provides professional talents for the industry.   In terms of engineering quality management, some enterprises make full use of information technology to realize closed-loop management and real-time sharing of household power stations from early development to design, delivery, installation, grid connection and acceptance.  With the help of the intelligent operation and maintenance platform, the whole process management of the power station, such as real-time monitoring, troubleshooting, automatic ordering, on-site service, etc.  With the continuous progress of the standardization level of the industry, the enterprise's awareness of standardized development has been constantly enhanced, and the brand and specialization of the household photovoltaic market has been further enhanced.   Driven by the goal of "carbon peak and carbon neutrality" and the rural revitalization strategy, the photovoltaic new energy industry is stepping into the fast track of development. China's household photovoltaic industry has developed from "insignificant" in the initial stage to "decisive" now. It is striding forward in a standardized and orderly way and has a huge space for imagination in the future.  

Attached to 18 regions of the country distributed photovoltaic subsidy policies, recommended collection:  

 

1. Wenzhou, Zhejiang, light storage subsidy 9 yuan/KWH  

 

On October 25, the Office of wenzhou Municipal People's Government in Zhejiang province issued the Energy Conservation And Transformation Action Plan for 1,000 Manufacturing Enterprises in Wenzhou (2021-2023), promoting photovoltaic projects to participate in the electricity market transaction.  

 

For distributed photovoltaic projects that have completed filing and are connected to the municipal distributed photovoltaic digital management platform for "self-use and surplus Internet access", a subsidy of 0.1 yuan/KWH will be given according to the actual generating capacity.   We will encourage market-oriented operation of energy storage projects.  For distributed energy storage projects actually put into operation, energy storage operators will be given a subsidy of 0.8 yuan/KWH according to the actual discharged electricity, and local governments are encouraged to increase support for centralized energy storage projects.  

 

2. Zhejiang Pinghu, residential photovoltaic subsidy 1 yuan/KWH  

 

On October 26, the People's Government of Pinghu City, Zhejiang Province, issued a public solicitation for several opinions on the new round of Encouraging the construction of photovoltaic power generation projects in Pinghu City.  

 

For industrial and commercial rooftop photovoltaic power generation projects, the implementation of three years of electricity generation subsidy, according to the actual generation of 0.1 yuan/KWH electricity price subsidy.  

 

For schools, hospitals, party and government organs, villages (communities) and other public buildings rooftop PV power generation projects, the implementation of three years of electricity generation subsidy, according to the actual generation of 0.15 yuan/KWH electricity price subsidy.  

 

For the "agro-light complementary" photovoltaic power generation project, the electricity generation subsidy will be implemented for three years, and the electricity price subsidy will be 0.2 yuan/KWH per year based on the actual electricity generation.  

 

A one-time installation subsidy of 1 yuan/watt is implemented for residential rooftop PHOTOVOLTAIC power generation projects based on installed capacity.  

 

3. In Lishui, Zhejiang, the subsidy of 0.6 per degree decreases year by year  

 

On October 9, Lishui Municipal Development and Reform Commission released the "Lishui Municipal People's Government's Implementation Opinions on Accelerating the large-scale development of distributed photovoltaic (Draft)".   One-time construction subsidies will be given to urban areas (including Liandu District and Lishui Development Zone) for household distributed photovoltaic projects connected to the grid in 2021, 2022 and 2023, with the subsidy standard of 0.60 yuan/watt, 0.50 yuan/watt and 0.40 yuan/watt respectively.  The subsidy funds shall be 50% each by the municipal finance, Liandu District or Lishui Development Zone.  Municipal departments and county (city) governments should integrate all kinds of policy resources to study and introduce supportive policies to support the development of rooftop distributed pv.  

 

4. Ningbo, Zhejiang province, 0.3 yuan/degree subsidy  

 

On September 8, 2021, Ningbo Municipal Bureau of Housing and Urban-Rural Development issued Several Opinions on Vigorously Promoting the Application of Distributed Photovoltaic Power Generation System on Building Roofs (draft for Comments), proposing:  

 

The municipal finance will provide subsidies of 0.3 yuan/KWH for rooftop pv projects connected to the grid from 2021 to 2025, and the subsidy duration is 12 months from the second complete meter reading month after the grid power generation.  

 

By the end of 2025, the city will promote the construction of rooftop distributed photovoltaic power generation, and strive to install distributed photovoltaic power generation system on the roofs of more than 30% of buildings, fully implement distributed photovoltaic power generation system on the roofs of more than 90% of new buildings, and the installed capacity of distributed photovoltaic power generation system in the construction field accounts for more than 3% of the total photovoltaic grid-connected capacity of the whole society.  

 

5. Zhejiang Yueqing, the subsidy of 0.2 yuan/degree decreases year by year  

 

On April 21, 2021, the People's Government of Yueqing City, Zhejiang Province issued a Notice on the Adjustment of municipal financial Subsidies for Residential Distributed Photovoltaic Power Generation Projects, stating that:  

 

For distributed photovoltaic projects connected to the grid before April 30, 2021 and before August 1, 2020, they will continue to enjoy the previous subsidy of 0.3 yuan;   Subsidies for distributed photovoltaic power generation projects connected to the grid after May 1 will be adjusted to 0.2 yuan/KWH;  Subsidies for distributed photovoltaic power generation projects connected to the grid after January 1, 2022 will be adjusted to 0.1 yuan/KWH.  

 

For residential distributed photovoltaic power generation projects that are connected to the grid after May 1, 2021, if they meet the requirements of relevant regulations, the fiscal subsidy of Yueqing will be adjusted to 0.2 yuan per KWH, and the subsidy will be valid until December 31, 2021.   For residential distributed photovoltaic power generation projects that are connected to the grid after January 1, 2022 and meet the requirements of relevant regulations, the fiscal subsidy of Yueqing city will be adjusted to 0.1 yuan per KWH, and the period of validity will end on December 31, 2022.  Yueqing municipal financial subsidies will be cancelled from January 1, 2023.  

 

Nanjing, Jiangsu Province  

 

On March 16, 2021, Nanjing Urban and Rural Construction Commission and Nanjing Finance Bureau jointly issued the Notice on printing and distributing nanjing Green Building Demonstration Project Management Measures, and issued relevant policies to further promote the high-quality development of green building in Nanjing.  

 

Green building demonstration projects will be given a one-time financial subsidy, at the same time not more than 50% of the contract price.  

 

Green building single demonstration project will be subsidized according to the floor area, the subsidy standard for two-star demonstration project is 20 yuan /㎡, and the maximum is not more than 300,000 yuan.   Three-star demonstration project subsidy standard is 30 yuan /㎡, the maximum is not more than 500,000 yuan;   The project of integrated demonstration of green building area and green town shall be evaluated and decided by experts according to the scale and technical application level, and the subsidy amount shall not exceed RMB 3 million.  

 

New shallow ground energy (ground source heat pump, water source heat pump, renewable energy regional energy station) demonstration projects shall be subsidized according to the demonstration area of no more than 50 yuan /㎡.  

 

Solar photovoltaic projects shall be subsidized not more than 500 yuan /kW.  In principle, the maximum subsidy for a single renewable energy building application demonstration project shall not exceed 2 million yuan.  Year for subsidies.  

7. Zhejiang Jiangning Development Zone, 0.2/ degree subsidy for contract management mode is encouraged

The application party (rooftop party) of newly built distributed photovoltaic power generation project under the contract energy management mode will be given a one-time subsidy of 0.2 yuan/watt according to the installed capacity of the project.   The maximum subsidy for a single project is 1 million yuan.  The application shall be submitted by the application party (roof Party) after the project has been running online for more than 6 months after the project is connected to the network.  

 

8. Jiangsu Suzhou Industrial Park, light storage subsidy 0.4/ KWH  

 

In Suzhou Industrial Park, for the projects that have been put into operation and connected to the grid and connected to the public service platform of low-carbon energy in the park, the subsidy will be provided for 3 years: the subsidy for distributed pv is 0.1 yuan/KWH according to the electricity generation after the project is put into operation.   The energy storage project will be subsidized 0.3 yuan/KWH according to the power generation (discharged power) after it is put into operation.  The subsidy is valid until December 31, 2021.  

 

9. Beijing, pv building integrated application subsidy 0.4/ KWH  

 

On November 18, 2020, Beijing Municipal Development and Reform Commission issued a Notice on Further Supporting the Promotion and Application of PHOTOVOLTAIC Power Generation System, proposing:  

 

Beijing will implement six major sunshine projects: 1) Sunshine benefit project, 2) Sunshine park Project, 3) Sunshine commercial project, 4) Sunshine village project, 5) Sunshine infrastructure project, 6) Sunshine public institution project.  

 

For municipal administrative area has been completed for the record, and in 2020 January 1 to December 31, 2021, during the "spontaneous for private use is given priority to, allowance for Internet access" model distributed photovoltaic grid-connected power generation project, the municipal finance according to the project actual power subsidies, subsidies each project deadline for five years, the object of subsidies for legal person units or individuals.  

 

1) The project subsidy standard of general industrial and commercial electricity price, large industrial electricity price or agricultural production electricity price is 0.3 yuan per kilowatt hour (including tax).  

 

2) The subsidy standard for household PHOTOVOLTAIC power generation projects built by individuals using their own property right houses is 0.3 yuan per KWH (including tax).  

 

3) The subsidy standard for schools, social welfare places and all projects that realize integrated application of PHOTOVOLTAIC buildings (photovoltaic modules as building components) is 0.4 yuan per KWH (tax included).  

 

For projects of integrated application of photovoltaic building (photovoltaic modules as building components), the subsidy standard is 0.4 yuan (including tax) per kilowatt hour.   It is a three-star green building operation identification project, and the subsidy period for each project is 3 years, and the standard is 80 yuan/square meter.   It is a two-star green building operation identification project, and the subsidy period for each project is 3 years, and the standard is 50 yuan/square meter.  

 

10. Shunyi District of Beijing will provide subsidies in a 1:1 ratio according to the municipal subsidy standard  

 

On May 18, 2021, Beijing Shunyi District Development and Reform Commission issued the Notice on Printing and Distributing Further Support for the Promotion and Application of PHOTOVOLTAIC Power Generation System. In terms of subsidies in Beijing, the district level will be subsidized in a 1:1 ratio according to the municipal subsidy standard, and the subsidy period will be 5 years.  

 

Subsidies:  

 

One is to encourage new or renovation and expansion projects supported by fixed asset investment from the urban and municipal governments to give priority to the use of distributed photovoltaic power generation system.   Encourage the use of contract energy management, by market entities investment construction and operation, and enjoy subsidies according to the policy.  

 

Second, the application of general industrial and commercial electricity price, large industrial electricity price or agricultural production electricity price projects, and individual use of their own property rights homestead construction of household photovoltaic power generation projects, the subsidy standard is 0.3 yuan per kilowatt hour (including tax).  

 

Third, schools, social welfare facilities and other non-resident user projects that implement the residential electricity price will be subsidized 0.4 yuan per kilowatt hour (tax included).  

 

Fourth, the subsidy standard will be raised to 0.4 yuan per KWH (tax included) for all projects that realize integrated application of photovoltaic buildings (photovoltaic modules as building components).  

 

11. Beijing Xicheng District, encourage contracted energy management  

 

On January 15, 2021, The Xicheng District Development and Reform Commission of Beijing issued the Notice of "Management Measures for Supporting and Encouraging Energy Saving and Consumption Reduction in Beijing Xicheng District" (Amendment), proposing:  

 

Energy saving funds are supported by subsidies and direct rewards.   Project applicants can voluntarily declare the method of financial support according to the specific situation of the project, and only one method can be applied for the same project.   The subsidy is valid until December 31, 2025.  30% of the total investment will be subsidized for new and renewable energy development, utilization and promotion projects;  

 

For energy management contract projects, 50% of the municipal subsidy will be given based on the subsidy from Beijing Municipal government;  

 

Buildings that pass the national green building certification of three stars and two stars will be awarded 300,000 yuan and 200,000 yuan respectively while enjoying the national and municipal awards.  

12. In Beijing Economic development Zone, the integrated application subsidy of photovoltaic buildings is 0.4 yuan/KWH  

 

On August 23, 2021, the Management Committee of Beijing Economic and Technological Development Zone (BEDDA) issued the Policy on 2021 Fund Support for Green Development in Beijing Economic and Technological Development Zone (Draft), which plans to provide policy fund support for 15 types of green and low-carbon projects.   Among them, the distributed photovoltaic project will be based on the capital subsidy of Beijing city, and will be rewarded in accordance with 1:1 matching by the development zone.   The subsidy lasts for one year.  

 

The award criteria for distributed pv projects are:  

 

For conventional projects, the project subsidy standard of general industrial and commercial electricity price, large industrial electricity price or agricultural electricity price is 0.3 yuan per kilowatt hour (including tax);  

 

The subsidy standard for non-resident users of schools, social welfare places and other projects that implement the residential electricity price is 0.4 yuan per KWH (tax included) for high-end applications, and 0.4 yuan per KWH (tax included) for projects that realize the integrated application of photovoltaic buildings (photovoltaic modules are building components).  

 

The incentive calculation cycle is one year, with 50% of the project investor and 50% of the site property right party, and the combined amount of the district-level supporting incentive fund and Beijing Municipal incentive fund for each project shall not exceed 50% of the total investment amount of the project.  

 

13. In Shanghai, school pv subsidy is 0.36 yuan/KWH  

 

On June 2, 2020, Shanghai Municipal Development and Reform Commission and Finance Bureau jointly issued the "Shanghai Renewable Energy and New Energy Development Special Fund Support Measures (2020 Version)" and proposed:  

 

Funds will be allocated from the municipal special fund for energy conservation and emission reduction to support the development of renewable energy projects that will be put into operation between 2019 and 2021.   Among them:  

 

In 2019, the reward standard for PV power stations will be 0.3 yuan/KWH, and for distributed PV (including household PV) 0.15 yuan/KWH (school PV is 0.36 yuan/KWH).  

 

The incentives for photovoltaic projects that will be put into operation in 2020 and 2021 will be reduced by one-third and two-thirds respectively based on the 2019 standards.  

 

Pudong District, Shanghai  

 

On July 19, 2021, Shanghai Pudong New Area Development and Reform Commission issued the Notice on the Application of 2021 Pudong New Area Distributed Photovoltaic Power Generation Special Fund Project, proposing:  

 

From July 1, 2020 to July 31, 2021, distributed photovoltaic power generation projects with a single installed capacity of not less than 1 MEGAwatt (MW) will be invested and completed within the New Area.   Project subsidy standard: a one-time subsidy of 20% of the investment amount of fixed assets of the project (the total amount of photovoltaic related investment) is given to the project investment subject.   The total amount of subsidy for a single project shall not exceed 5 million yuan.  

12. In Beijing Economic development Zone, the integrated application subsidy of photovoltaic buildings is 0.4 yuan/KWH
