根据国家能源局数据,2020年风、光新增装机以120GW创历史新高。截至2020年底,我国风电、光伏并网装机分别达到2.8亿千瓦、2.5亿千瓦。且在国家“30·60”碳减排的宏观背景下,新能源装机仍旧充满想象空间。
然而,随着光伏、风电在整个电力系统中渗透率不断提高,新能源如何适配电网成为重中之重。其中,储能的重要性不言而喻。
由此,“十四五”开端,山西、宁夏、青海、内蒙古、贵州等多个省份发布新能源配置储能方案,光伏+储能也将成为未来光伏电站开发的主流模式。
但是,需要注意的是,当下储能的经济性仍未完善,而光伏电站配置储能的硬性要求必然给开发业主带来额外的成本增加。据业内人士核算,目前,虽然储能EPC中标单价比2020年初下降了23%,但按光伏项目装机规模20%、储能时间2小时计算,配套储能将导致企业初始投资成本提高8%-10%。
1、山西大同
1月13日,山西省大同市人民政府发布《大同市关于支持和推动储能产业高质量发展的实施意见》,其中指出,“十四五”期间,大同市增量新能源项目全部配置储能设施,配置比例不低于5%;存量新能源项目鼓励企业分期适量配置,优先对微电网、增量配电、独立园区等具备条件的用户配置。同时文件还指定储能产品的起点标准要达到单体电芯容量280Ah及以上,循环寿命≥8000次(25℃,0.5C充放,容量>80%)。
2、宁夏
1月11日,宁夏自治区发改委《关于加快促进自治区储能健康有序发展的指导意见(征求意见稿)》明确指出要在新能源富集的宁东、吴忠、中卫地区先行开展储能设施建设。建设“新能源+储能”示范应用项目,并在全区推广应用;“十四五”期间,新能源项目储能配置比例不低于10%、连续储能时长2小时以上。原则上新增项目储能设施与新能源项目同步投运,存量项目在2021年底前完成储能设施投运。从2021年起,对于达到以上要求的新增新能源企业,在同等条件下优先获得风光资源开发权;对于达到以上要求的储能项目,支持参与电力辅助服务市场。
3、青海
1月18日,青海省发布《关于印发支持储能产业发展若干措施(试行)的通知》,试行稿明确要积极推进储能和可再生能源协同发展,实行“新能源+储能”一体化开发模式。新建新能源项目配置储能设备比例不低于10%、储能时长2小时以上。并对储能配比高、时间长的一体化项目给予优先支持。实行“水电+新能源+储能”协同发展模式,新建、新投运水电站同步配置新能源和储能系统,使新增水电与新能源、储能容量配比达到1:2:0.2,实现就地平衡。
此外,试行稿明确,对"新能源+储能”、"水电+新能源 + 储能”项目中自发自储设施所发售的省内电网电量,给予每千瓦时0.10元运营补贴,经省工业和信息化厅认定使用本省产储能电池60%以上的项目,再增加每千瓦时0.05元补贴,补贴对象为2021、2022年投产的电化学储能项目,补贴时限暂定为2021年1月1日至 2022年12月31日。
4、内蒙古
1月25日,内蒙古自治区能源局印发《内蒙古自治区可再生能源电力消纳保障实施方案》,《方案》要求大力发展新能源,进一步增加可再生能源电力消纳能力,到2025年,全区可再生能源电力总量消纳责任权重力争达到25%以上,推动自治区可再生能源高质量发展。在对该区可再生能源电力消纳保障措施中指出:自治区能源局会同自治区工信厅督促各市场主体,通过配套储能设施、可调节负荷、自备机组参与调峰、火电灵活性改造等措施,提升可再生能源电力消纳能力。负荷调节电量、自备机组调峰电量、储能项目在接受电网统一调度运行管理下所发电量、风电供暖项目所用电量,全部认定为消纳可再生能源电量。
5、山东
2021年2月19日,山东省能源局印发《2021年全省能源工作指导意见》,其中提出,建立独立储能共享和储能优先参与调峰调度机制,新能源场站原则上配置不低于10%储能设施。全省新型储能设施规模达到20万千瓦左右。
在电源侧,重点推动莱州土山昊阳“光伏+储能”、国能蓬莱电厂热储能、华能黄台电厂电化学储能等项目建设;在电网侧,加快推动沂蒙、文登、潍坊和泰安二期抽水蓄能电站建设;在用户侧,重点推动煤炭领域“储能 +”应急电源、电力需求响应等场景示范应用,建成1-2个示范工程。
6、贵州
2020年11月24日,贵州省能源局发文要求各市(州)上报2021年光伏发电项目计划,文件要求;申报项目为集中式光伏电站,单个项目不限规模。项目选址不能与基本农田、自然保护地、生态红线等重叠,要具备送出消纳能力,经济上可行。鼓励风光互补、火光互补、水光互补等联合送出,鼓励区域内多家项目单位多个项目打捆联合送出,提升消纳能力;鼓励农光互补、林光互补、渔光互补等项目融合开发,鼓励光伏开展石漠化治理、采煤沉陷区治理,充分利用各种边坡、边沟、灰场、填埋场等,充分挖掘土地利用空间。鼓励项目配置向我省引进光伏上下游产业链企业倾斜,对2020年光伏竞价项目在2020年12月30日不具备并网条件的项目单位的申报项目不纳入计划;对光伏项目建设不够支持、企业办理手续难、土地成本严重高于我省平均水平等的地区项目不纳入计划。在送出消纳受限区域,计划项目需配备10%的储能设施。
7、湖南
2020年12月底,湖南因电力负荷大增而采取限电措施登上热搜。随后国网湖南省电力有限公司表示,“十四五”期间,全省电力部门将从电源、电网、储能建设和转移负荷等多方面综合施策,以确保全省经济社会发展得到坚实的能源支持。
其中新能源建设方面,加快推进“新能源+储能”模式,对新增风电按照装机容量20%配置储能,新增光伏按照装机容量10%配置储能,缓解全省电力供需矛盾。
事实上,从2020年开始,地方各省对于光伏等新能源项目配置储能的政策支持力度已逐渐加强。

the implementation opinions of Datong City on supporting and promoting the high-quality development of energy storage industry, which pointed out that during the 14th Five Year Plan period, all incremental new energy projects in Datong City were equipped
with energy storage facilities, and the allocation proportion was no less than 5%; Stock new energy projects encourage enterprises to allocate appropriate amount by stages, and give priority to qualified users such as microgrid, incremental distribution
and independent parks. At the same time, the document also specifies that the starting point standard of energy storage products shall reach the single cell capacity of 280ah and above, and the cycle life shall be ≥ 8000 times (25 ℃, 0.5c charging and
discharging, capacity > 80%).
2. Ningxia
On January 11, the guiding opinions on accelerating the healthy and orderly development of energy storage in Ningxia Autonomous Region (Draft for comments) issued by the development and
Reform Commission of Ningxia autonomous region clearly pointed out that the construction of energy storage facilities should be carried out first in Ningdong, Wuzhong and Zhongwei areas rich in new energy. Build a demonstration application project of
"new energy + energy storage" and promote its application in the whole region; During the 14th Five Year Plan period, the energy storage allocation proportion of new energy projects shall not be less than 10%, and the continuous energy storage time shall
be more than 2 hours. In principle, the energy storage facilities of new projects will be put into operation simultaneously with new energy projects, and the energy storage facilities of stock projects will be put into operation before the end of 2021.
From 2021, new new energy enterprises that meet the above requirements will be given priority to obtain the development right of scenery resources under the same conditions; For energy storage projects that meet the above requirements, support participation
in the power auxiliary service market.
3. Qinghai
On January 18, Qinghai Province issued the notice on printing and distributing several measures (Trial) to support the development of energy storage industry. The trial draft made

projects will be given an operation subsidy of 0.10 yuan per kWh, and the Provincial Department of industry and information technology will increase the subsidy of 0.05 yuan per kWh for projects that use more than 60% of the energy storage batteries produced
in the province, The subsidy object is electrochemical energy storage projects put into operation in 2021 and 2022, and the subsidy time limit is tentatively determined as January 1, 2021 to December 31, 2022.
4. Inner Mongolia

On February 19, 2021, Shandong Energy Bureau issued the guiding opinions on energy work in the province in 2021, which proposed to establish an independent
energy storage sharing and energy storage priority participation in peak shaving dispatching mechanism, and the new energy stations should be equipped with no less than 10% energy storage facilities in principle. The scale of new energy storage facilities
in the province has reached about 200000 kW.
On the power side, focus on promoting the construction of "photovoltaic + energy storage" in Tushan Haoyang, Laizhou, thermal energy storage of Guoneng Penglai power plant, electrochemical energy
storage of Huaneng Huangtai Power Plant and other projects; On the power grid side, accelerate the construction of phase II pumped storage power stations in Yimeng, Wendeng, Weifang and Tai'an; On the user side, focus on promoting the demonstration application
of "energy storage +" emergency power supply, power demand response and other scenarios in the coal field, and build 1-2 demonstration projects.
6. Guizhou
On November 24, 2020, Guizhou Provincial Energy Bureau issued a document
requiring all cities (prefectures) to submit the plan of photovoltaic power generation project in 2021, which meets the document requirements; The declared project is a centralized photovoltaic power station, and the scale of a single project is not limited.
The site selection of the project shall not overlap with basic farmland, nature reserves, ecological red line, etc. it shall have the ability of delivery and consumption and be economically feasible. Encourage the joint delivery of complementary scenery,
complementary fire and light, complementary water and light, and encourage multiple project units in the region to bundle multiple projects to improve the consumption capacity; Encourage the integrated development of agricultural light complementary,
