在征求意见稿中表示2020年底前已核准且在核准有效期内的风电项目、2019 年和2020年平价风电光伏项目，以及竞价光伏项目等存量项目， 直接纳入保障性并网项目范围。
光伏项目：2021 年用于进行竞争性配置的规模为 400 万千瓦，第一次竞争性配置 150 万千瓦，第二次竞争性配置 250 万千瓦。
风电项目：2021 年用于进行竞争性配置的并网规模 100 万千瓦，全部 用于第二次竞争性配置。
光伏项目：单个申报项目规模原则上不超过 20 万千瓦。单个一级集团公司第一次获得的并网规模不超过该次竞争性配置规模的 20%，两次累加获得的并网规模不超过总规模的20%。

Pv project: 4 million kW for competitive configuration in 2021, 1.5 million KW for the first competitive configuration and 2.5 million KW for the second competitive configuration.

Wind power project: the grid-connected scale of 1 million kW for competitive configuration in 2021 will be used for the second competitive configuration.

Photovoltaic project: the scale of a single application project should not exceed 200,000 kW in principle.The scale of grid connection obtained by a single Tier 1 group company for the first time shall not exceed 20% of the scale of the competitive allocation, and the scale of grid connection obtained by two accumulative times shall not exceed 20% of the total scale.
