During the 14th Five-Year Plan period, we will basically establish an institutional framework for promoting green and low-carbon energy development, put in place relatively sound policies, standards, market and regulatory systems, and put in place a mechanism for promoting green and low-carbon energy transition led by dual control of energy consumption and the target system for non-fossil energy. By 2030, a complete basic system and policy system for green and low-carbon energy development will be basically established, and a pattern of energy production and consumption will be formed in which non-fossil energy can both basically meet the increase in energy demand and replace fossil energy stocks on a large scale, and our capacity to ensure energy security will be comprehensively enhanced.
Improve the market mechanism to adapt to the new type of power system. Establish a unified national electric power market system, accelerate the construction of power ancillary services market, promote pilot operation key regional power spot market, improve the power for medium and long-term, spot and ancillary services trade organic link mechanism, to explore the capacity of market trading mechanism, deepen the reform of key areas such as transmission and distribution, promote the development of green low carbon power by way of marketization. We will improve the electricity trading mechanism in favor of preferential use of renewable energy, carry out trials of green electricity trading, and encourage new energy generators to sign long-term electricity purchase and sale agreements with electricity users or companies selling electricity. Support the independent participation of emerging market players such as microgrids, distributed power sources, energy storage and load aggregators in power transactions. Actively promote the distributed power generation market transactions, support distributed generation (including electric energy storage, electric vehicle, etc.) with the same distribution network within power users through power trading platform, to the nearest grid enterprises (including the increment distribution network) transmission, measurement and transaction settlement and other technical support, perfect supporting distributed generation market transaction price policy and market rules. Improve pricing policies to support energy storage applications.
Establish a monitoring and evaluation mechanism for green and low-carbon energy transition. We will focus on monitoring and evaluating indicators such as energy intensity, total energy consumption, the proportion of non-fossil and renewable energy consumption, and the carbon emission coefficient of energy consumption in all regions, and evaluate the implementation of mechanisms and policies related to the green and low-carbon energy transition and their actual effects. We will improve the assessment mechanism for green and low-carbon energy development, and strengthen assessment in accordance with energy-related binding indicators set in the outline of the National Economic and social development plan, the annual plan and the energy plan. All regions are encouraged to meet the minimum proportion of renewable energy consumption and other indicators set by the state through regional cooperation or trading of renewable energy consumption.
We will improve policies on green energy use and clean heating in buildings. We will raise energy efficiency standards for buildings, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, promote and support energy-saving renovation of existing buildings, promote the use of green building materials, and improve the system for managing energy consumption quotas for buildings. We will improve the standards for the application of renewable energy in buildings, encourage the integrated application of photovoltaic buildings, and support the construction of renewable energy building energy supply systems using solar energy, geothermal energy and biomass energy. In areas where conditions permit, we will promote the reform of heating metering and the construction of intelligent heating facilities, encourage charging by heat, encourage electric heating enterprises and users to obtain low-price electricity at off-peak hours through the power market, and comprehensively use peak-valley pricing, residential step-price pricing, and transmission and distribution pricing mechanisms to support this. We will implement the pricing policy for gas supply to support clean winter heating in rural areas in the north.
We will improve policies on clean alternative energy in the transport sector. We will promote green and low-carbon transport transformation, optimize the transport structure, and promote green and low-carbon transport facilities and equipment. We will promote high-capacity electrified public transport and clean energy vehicles such as electric, hydrogen, advanced liquid biofuel and natural gas, improve the layout and service facilities of charging, hydrogenation and LNG stations, and reduce the cost of clean energy in transport. Support will be given to the layout and construction of transport energy supply stations in terms of land space, carry out the construction of multi-energy integrated transport energy supply stations, promote the pilot demonstration of interaction between new energy vehicles and power grid energy, and promote the coordinated development of vehicle piles and ships and shore. For the construction of new energy facilities along railway lines and expressway service areas, unified planning, unified implementation and unified approval (filing) of projects within the same provincial region is encouraged.
