一座光伏电站改变了尕尕的命运。大学毕业后,他成为四川省阿坝州红原县邛溪镇麻萨村一户牧民的“上门女婿”。因为在妻子家草场上建的花海光伏电站,他找到了专业对口的工作。
阿坝州日照充足,属于全国太阳能(8.330, 0.76, 10.04%)资源富集区域。不断增加的光伏电站,让高原群众有了新的增收、就业渠道,当地发展旅游、农畜产品加工有了清洁能源。由此带来的生产生活方式之变,正为黄河上游高质量发展注入新活力。
尕尕的岳父红科甲原来有1500亩草场,养了270头牛。后来因牲畜太多、草场退化,有500亩被禁牧,剩了150头牛。2014年,红科甲把750亩草场租给光伏电站,年租金12万元、每5年调涨,家里3人在电站就业,每人月工资5000多元。红科甲把牛减少到100头,开起“牧家乐”,旅游餐饮收入一年有20余万元。
“小时候苦得很,糌粑都吃不饱。住在柳条织墙、外敷牛粪的‘牛粪棚棚’里,一年四季就两套衣服。”日子红火起来的红科甲决定分家,4个儿女分成4个小家庭,他和三儿子住一块。“红科甲一家,已经摆脱了‘草原的束缚’。”邛溪镇镇长刚尖告诉记者,过去牧民不会轻易分家,因为分家意味着以家庭为单位,草场和牛羊数量减少,难以抵御严酷自然环境带来的风险。
类似的故事还有很多,在若尔盖县麦溪乡,40亩村集体草场上建设的光伏扶贫电站,使6个村的413名脱贫户,每人每年分得上万元。当地正抓住契机,大力减畜、保护生态,发展旅游和农畜产品加工业。
由于电站普遍允许牧民定期进入光伏发电场割草,一些牧民还走出一条“光牧结合、生态封育”的致富新路。记者在红原、若尔盖两县的花海光伏电站、麦溪光伏电站、阿西光伏电站看到,太阳能板低处距地面1.5米、高处有2.8米,下面的牧草长得格外茂盛。
“这是披碱草,这是黑麦草,秆长的叫老芒麦,都是川西北高原草甸上的主要牧草,根系具有很强的涵养水土功能。”阿坝州农业农村局农技推广研究员张大维说。
记者在黄河上游几个畜牧业大县采访时,一些当地干部认为,黄河上游要实现高质量发展,必须减少对草原的破坏和依赖,光伏电站是一个好的选择。据阿坝州发改委介绍,目前阿坝州建成投产光伏电站总容量32.5万千瓦,仍有很大发展空间。

There are many similar stories. The photovoltaic poverty alleviation power station built on the collective grassland of 40 mu village in Maixi Township, Ruoergai County has lifted 413 poor households in 6 villages, each
of whom gets tens of thousands of yuan per year. The local government is seizing the opportunity to vigorously reduce livestock, protect ecology, and develop tourism and agricultural and livestock products processing industry.
