国家政策利好,光伏发电国家政策补贴2021年:中央预算提前下达22.8亿元补贴! 中央预决算公开平台日前发布《财政部关于提前下达2022年可再生能源电价附加补助地方资金预算的通知》(以下简称《通知》),总计下达新能源补贴资金38.7亿元。其中,光伏补贴金额最高,为22.8亿元。
作为新能源的重要组成部分,近年来光伏发电强势 “出圈”。公开数据显示,2015年-2020年,我国光伏发电累计装机容量从4318万千瓦增长至25300万千瓦,增长近6倍,稳居全球第一;光伏累计发电量超过1300亿千瓦时,减少二氧化碳排放约1亿吨。国家政策一再加持,光伏发电项目成头号“网红”
光伏发电,特指采用光伏组件,将太阳能直接转换为电能的发电系统,可以替代和减少化石能源消费,是一种环境友好型“零碳电源”。加快光伏发电项目建设并网,既有利于缓解我国电力供需紧张形势,也有助于完成能耗双控目标,促进能源低碳转型。为规范和促进光伏产业健康发展,2013年,国务院办公厅下发了《国务院关于促进光伏产业健康发展的若干意见》,开启了光伏市场的新纪元。意见提出到2015年总装机容量达到3500万千瓦以上。此后几年,光伏发展一路高歌猛进。前瞻产业研究院的公开数据显示,到2015年底,我国光伏发电累计装机容量已达4318万千瓦,超过了之前提出的装机目标。
2016年,国家能源局下发《太阳能发展“十三五”规划》提出,到2020年底,太阳能发电装机达到1.1亿千瓦以上。此后,2017年-2020年,相关部门多次发布文件支持光伏产业发展。截至2020年底,我国光伏发电累计装机容量达2.4亿千瓦左右,远超“十三五”规划目标。在光伏发电规模屡超预期的基础上,“十四五”开局之年,我国又密集发布了一系列政策,构建以新能源为主体的新型电力系统,确保先立后破,促进新能源发电项目有序较快发展。
7月,国家发展改革委、国家能源局发布《关于加快推动新型储能发展的指导意见》,支持以新能源为主体的新型电力系统建设,保障风光等可再生能源高效消纳。
而根据《关于2021年新能源上网电价政策有关事项的通知》,今年 8月1日起,我国推动部分光伏项目实现了平价上网。
9月,中共中央办公厅、国务院办公厅印发《关于深化生态保护补偿制度改革的意见》,“建立和完善绿色电力生产、消费证书制度”纳入其中,对保障用户购买绿电的可行性、可溯性具有重要意义。同月,我国推动开展绿色电力交易试点。
近日,国家能源局综合司发布《关于推进2021年度电力源网荷储一体化和多能互补发展工作的通知》,将“一体化”项目的审批权限下放到各省份,要求各省优先实施存量燃煤自备电厂电量替代、风光水火(储)一体化提升。在政策的大力支持下,长期以来作为替代能源主力军的光伏发电项目跻身一跃,俨然成为能源行业的头号“网红”。676个试点整县推进分布式光伏,首期100GW风光大基地项目开建
9月,国家能源局公布了676个整县(市、区)屋顶分布式光伏开发的试点名单。根据要求,试点县(市、区)的党政机关建筑屋顶总面积可安装光伏发电比例不低于50%;学校、医院、村委会等公共建筑屋顶总面积可安装光伏发电比例不低于40%;工商业厂房屋顶总面积可安装光伏发电比例不低于30%;农村居民屋顶总面积可安装光伏发电比例不低于20%。
据了解,分布式光伏发电是光伏发电的一种模式。其特点是投资小、建设快,主要在建筑物表面建造,总占地面积小。其不仅能就近消纳,余量还可以并网销售,市场空间较大。国家能源局信息显示,今年前三季度,我国光伏发电新增并网容量达2555.6万千瓦,其中,分布式光伏占比约64%,为1640.6万千瓦。
推动建设分布式光伏,温州走出了先手棋。11月10日,温州发布消息称,将于12月1日起正式实施《温州市制造业千企节能改造行动方案(2021-2023)》。方案提出,到2023年新建工业厂房安装分布式光伏比例达到100%,争取企业厂房安装光伏发电装机容量达40万千瓦以上。
记者发现,浙江有30个县(市、区)被列入分布式发电开发试点,其中,温州市所辖的5个县均在试点名单内。“浙江省是经济大省,而温州市工业企业聚集,温州企业加快以分布式光伏为主的新能源发展有其必要性。”华北电力大学能源互联网研究中心主任曾鸣教授表示,光伏发电在全国都能推广,有效扩大光伏装机规模,对实现双碳目标意义重大。10月12日,在《生物多样性公约》第十五次缔约方大会领导人峰会上,我国宣布,第一期装机容量约1亿千瓦(100GW)的大型风电光伏基地项目已于近期有序开工。
在政策的积极引导下,光伏发电的市场需求正在快速释放。不少企业看准了这一块“大蛋糕”,纷纷布局上下游各环节。企查查统计数据显示,我国现存光伏发电相关企业已高达20.03万家。仅今年前8月,新增的光伏发电相关企业就高达4.01万家。按照《通知》,2022年,我国仍将有22.8亿元用于光伏发电补贴。根据实际情况,各地光伏发电相关补贴也将或多或少有所延续,此时 “上车”者仍能赶上一波政策红利。
