工信部：加大光伏、风机、节能电机等装备供给

2月28日，国新办举行促进工业和信息化平稳运行和提质升级发布会，工业和信息化部部长肖亚庆表示，将打造绿色低碳产品供给体系。加大光伏、风机、节能电机等装备供给，实施智能光伏产业创新发展专项行动，完善风电装备产业链。

          工业领域能源消费量占全国总体消费量65%左右，是节能降碳的主要领域之一。工信部将加强顶层政策设计，落实好国务院印发的《2030年前碳达峰行动方案》，开展工业领碳达峰行动，出台工业领域及重点行业碳达峰行动方案，以钢铁、建材、石化化工、有色金属等行业为重点，结合行业特点和发展实际，分门别类、分业施策，制定一系列专项政策，稳妥、科学、有序推动工业领域碳达峰。

同时，有序推进产业结构深度调整。注重先立后破，深化重点行业供给侧结构性改革，着力构建有利于碳减排的产业结构。严格落实钢铁、水泥、平板玻璃、电解铝等行业产能置换政策，坚决遏制高耗能、高排放和低水平项目盲目发展。特别是要严格控制钢铁等重点行业用能规模。

实施制造业绿色低碳转型行动。发布绿色低碳升级改造导向目录，引导做好重点行业绿色低碳升级改造，推进重点行业和领域低碳工艺革新和数字化转型。抓好工业资源综合利用实施方案落实，强化节能专项监察和节能诊断服务。加快培育绿色数据中心，发挥示范带动作用，打造重点行业碳达峰公共服务平台。

此外，打造绿色低碳产品供给体系。完善绿色制造体系，持续强化产品绿色设计，打造一批绿色设计示范企业。加大光伏、风机、节能电机等装备供给，实施智能光伏产业创新发展专项行动，完善风电装备产业链。修订完善汽车燃料消耗量和新能源汽车双积分管理制度。新能源汽车要加大推广应用力度，发展绿色智能船舶，加快推进绿色建材产品认证，开展绿色建材下乡活动。通过强化绿色低碳产品供给，助力能源、交通、城乡建设等领域碳达峰。

Implement green and low-carbon transformation actions in the manufacturing industry. Publish the guide catalog for green and low-carbon upgrades, guide the green and low-carbon upgrades of key industries, and promote low-carbon process innovation and digital transformation in key industries and fields. Do a good job in the implementation of the implementation plan for comprehensive utilization of industrial resources, and strengthen special monitoring and energy-saving diagnosis services for energy conservation. Accelerate the cultivation of green data centers, play a leading role in demonstration, and build a public service platform for carbon peaking in key industries.

Improve the green manufacturing system, continue to strengthen the green design of products, and create a group of green design demonstration enterprises. Increase the supply of photovoltaics, fans, energy-saving motors and other equipment, implement special initiatives for the innovation and development of the smart photovoltaic industry, and improve the wind power equipment industry chain. Revise and improve the dual-point management system for vehicle fuel consumption and new energy vehicles. New energy vehicles should increase their promotion and application, develop green and intelligent ships, accelerate the certification of green building materials, and carry out green building materials to the countryside. By strengthening the supply of green and low-carbon products, we will help energy, transportation, urban and rural construction and other fields to reach carbon peaks.
