2月28日,国新办举行促进工业和信息化平稳运行和提质升级发布会,工业和信息化部部长肖亚庆表示,将打造绿色低碳产品供给体系。加大光伏、风机、节能电机等装备供给,实施智能光伏产业创新发展专项行动,完善风电装备产业链。
工业领域能源消费量占全国总体消费量65%左右,是节能降碳的主要领域之一。工信部将加强顶层政策设计,落实好国务院印发的《2030年前碳达峰行动方案》,开展工业领碳达峰行动,出台工业领域及重点行业碳达峰行动方案,以钢铁、建材、石化化工、有色金属等行业为重点,结合行业特点和发展实际,分门别类、分业施策,制定一系列专项政策,稳妥、科学、有序推动工业领域碳达峰。
同时,有序推进产业结构深度调整。注重先立后破,深化重点行业供给侧结构性改革,着力构建有利于碳减排的产业结构。严格落实钢铁、水泥、平板玻璃、电解铝等行业产能置换政策,坚决遏制高耗能、高排放和低水平项目盲目发展。特别是要严格控制钢铁等重点行业用能规模。
实施制造业绿色低碳转型行动。发布绿色低碳升级改造导向目录,引导做好重点行业绿色低碳升级改造,推进重点行业和领域低碳工艺革新和数字化转型。抓好工业资源综合利用实施方案落实,强化节能专项监察和节能诊断服务。加快培育绿色数据中心,发挥示范带动作用,打造重点行业碳达峰公共服务平台。
此外,打造绿色低碳产品供给体系。完善绿色制造体系,持续强化产品绿色设计,打造一批绿色设计示范企业。加大光伏、风机、节能电机等装备供给,实施智能光伏产业创新发展专项行动,完善风电装备产业链。修订完善汽车燃料消耗量和新能源汽车双积分管理制度。新能源汽车要加大推广应用力度,发展绿色智能船舶,加快推进绿色建材产品认证,开展绿色建材下乡活动。通过强化绿色低碳产品供给,助力能源、交通、城乡建设等领域碳达峰。
