12月3日,工信部召开新闻发布会,介绍“十四五”工业绿色发展规划有关情况。
为加快制造业绿色低碳转型和高质量发展,工信部节能与综合利用司司长黄利斌在会上表示,“十四五”期间,工信部将打造绿色低碳产品供给体系,积极助力全社会碳达峰。实施智能光伏产业发展行动计划并开展试点示范,持续推动风电机组稳步发展,攻克核心元器件,助力能源生产领域碳达峰。 推广节能与新能源汽车,加快充电桩建设及换电模式创新,发展绿色智能船舶,推动老旧船舶更新改造,助力交通领域碳达峰。加快推进绿色建材产品认证,开展绿色建材试点城市创建和绿色建材下乡行动,助力城乡建设领域碳达峰。
工信部节能与综合利用司副司长王孝洋在被问到推动工业节能提效举措方面的问题时表示,“十四五”时期,工信部将重点将开展四方面工作,一是统筹传统行业和新兴领域,进一步严格能效约束; 二是统筹节能提效和降碳去碳,进一步加快用能高效化低碳化绿色化; 三是统筹研发创新和推广应用,进一步加大节能提效技术驱动力;四是统筹节能重点监管和节能普遍服务,进一步强化“节能监察+节能诊断”双轮驱动机制。
王孝洋表示,“十四五”时期,工信部将有序推进工业领域减量高效利用化石能源,大幅提升可再生能源利用比例,积极推进工业终端用能电气化。特别是在有条件的园区、企业,积极推动建设工业绿色微电网,进一步加快厂房光伏、分布式风电、多元储能、高效热泵、余热余压利用、智慧能源管控等一体化等系统开发运行,推进多能高效互补利用。
工信部节能与综合利用司副司长尤勇在回答绿色环保、新能源、新能源汽车、储能等绿色低碳产业发展规划方面问题时介绍说,目前,我国绿色低碳产业已初具规模。截至2020年底,新能源汽车累计推广量超过550万辆,这个数据还在更新,连续多年位居全球第一。太阳能电池组件在全球市场份额占比达71%。
尤勇表示,为进一步发展绿色低碳产业,增强绿色低碳产品供给,引导绿色消费,构建绿色增长新引擎,“十四五”期间工信部将重点开展三方面工作:
一是发展绿色环保技术装备。工信部将坚持问题和需求导向,创新突破一批“卡脖子”的绿色环保共性关键技术,大力研发和推广应用高效加热、余热回收等工业节能装备,着力在低能耗、模块化、烟气、固废处理等工业环保装备发力,在源头分类分解、过程管控、末端治理等工艺装备方面,为工业固废智能化设备研发提供支持。同时,要加快发展工程机械、机床、内燃机等再制造装备,加快先进适用节能环保装备推广应用,满足工业绿色发展的持续需求。
二是加大绿色低碳产品供给。构建工业领域从基础原材料到终端消费品全链条的绿色产品供给体系。鼓励企业运用绿色设计方法与工具,开发推广一批高性能、高质量、轻量化、低碳环保产品。营造绿色消费场景, 扩大新能源汽车、光伏光热产品、绿色消费类电器电子产品、绿色建材等消费,倡导绿色生活方式,继续推广绿色智能产品。
三是创新绿色服务供给模式。培育打造一批重点行业碳达峰碳中和公共服务平台。推广合同能源管理、合同节水管理、环境污染第三方治理等服务模式。积极培育专业化绿色服务机构,提供绿色诊断、研发设计、集成应用、运营管理、评价认证、培训等服务,推动企业加强设备更新和新产品规模化应用,深度挖掘绿色低碳转型潜力。

The smart photovoltaic industry development action plan will be implemented and pilot demonstrations will be carried out to continuously promote the steady development of wind turbines, overcome core components, and help the energy production sector reach carbon peak.We will promote energy-saving and new-energy vehicles, speed up the construction of charging piles and innovation in electricity conversion models, develop green and smart ships, promote the renovation of old ships, and help reach carbon peak in the transport sector. We will accelerate the certification of green building materials, establish pilot cities for green building materials and take action to send green building materials to rural areas, and help achieve carbon peak in urban and rural development.
Wang Xiaoyang, deputy director of the Energy conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, said when asked about measures to promote industrial energy conservation and efficiency, the "14th Five-Year Plan" period, the Ministry of Industry and Information Technology will focus on four aspects of work. Second, coordinate energy saving, efficiency improvement and carbon reduction and decarbonization to further accelerate energy efficiency, low carbon and green; Third, we will coordinate r&d, innovation and application, and further increase the driving force for energy conservation and efficiency improvement technologies. Fourth, we will coordinate key energy conservation supervision and general energy conservation services, and further strengthen the dual-wheel drive mechanism of "energy conservation supervision and energy conservation diagnosis".
Wang xiaoyang said that during the 14th Five-Year Plan period, the Ministry of Industry and Information Technology will promote the efficient use of fossil energy in the industrial sector, significantly increase the proportion of renewable energy, and actively promote the electrification of industrial terminal energy. In particular, in industrial parks and enterprises where conditions permit, we will actively promote the construction of green industrial microgrids, further speed up the development and operation of integrated systems such as photovoltaic, distributed wind power, diversified energy storage, high-efficiency heat pumps, waste heat and pressure utilization, and smart energy management and control for factory buildings, and promote the efficient and complementary utilization of multiple energy sources.
At present, China's green and low-carbon industry has begun to take shape, said You Yong, deputy director of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, when answering questions about green environmental protection, new energy, new energy vehicles, energy storage and other green and low-carbon industry development planning. By the end of 2020, more than 5.5 million new energy vehicles had been promoted, which is still being updated, ranking first in the world for many consecutive years. Solar cell modules account for 71% of the global market share.
In order to further develop green and low-carbon industries, enhance the supply of green and low-carbon products, guide green consumption and build a new engine for green growth, the ministry will focus on three aspects during the 14th Five-Year Plan period, said You Yong.
First, we will develop green and environmentally friendly technology and equipment.Miit will adhere to the orientation problem and requirements, a batch of "their" innovation breakthrough of the common key technologies of green environmental protection, strongly developing and promoting application of high efficiency heat, waste heat recovery and other industrial energy saving equipment, focus on the low energy consumption, modular, flue gas, solid waste treatment and other industrial environmental protection equipment, in the end of the source separation decomposition, process control, process equipment, such as processing To provide support for industrial solid waste intelligent equipment research and development.At the same time, we will speed up the development of remanufacturing equipment such as construction machinery, machine tools and internal combustion engines, and accelerate the spread and application of advanced and applicable energy-saving and environmental protection equipment to meet the continued demand for green industrial development.
Second, we will increase the supply of green and low-carbon products.Build a green product supply system for the whole chain from basic raw materials to consumer goods. Enterprises are encouraged to use green design methods and tools to develop and promote a batch of high-performance, high-quality, lightweight, low-carbon environmental products. We will create green consumption scenarios, expand consumption of new-energy vehicles, photovoltaic thermal products, green consumer appliances and electronic products, and green building materials, advocate green lifestyles, and continue to promote green and smart products.
Third, we will develop new models of green service supply.To foster and build a number of key industries carbon peak carbon neutral public service platform. We will promote contracted energy management, contracted water-saving management, and third-party treatment of environmental pollution. We will foster professional green service institutions to provide green diagnosis, R&D and design, integrated application, operation management, evaluation and certification, and training, and encourage enterprises to upgrade equipment and scale up the application of new products, so as to tap the potential of green and low-carbon transformation.
