1. Requirements for declaration

Enterprises or institutions applying for the subsidy shall meet the following conditions (except as otherwise provided by the Measures) :

(1) The registration place, tax collection and administration relationship and statistical relationship shall be within huangpu District, Guangzhou Development Zone and the parks under its entrusted management and administration (hereinafter referred to as the District);

(2) having a sound financial system, an independent legal person and independent accounting;

(3) production, operation and management according to law, all legal licensing procedures are complete, and no administrative penalty is imposed by the competent administrative department of ecological and environmental protection within one year, and no ecological and environmental crimes are committed within three years;

(4) no administrative punishment for production safety has been imposed within one year due to an illegal act of great harm to the society, and no production safety liability accident or above has occurred within three years;

(5) conforming to the national, provincial, municipal and district credit management regulations;

(6) Pass the annual energy conservation target responsibility assessment.

(vii) The project has been connected to the Internet and has been running online for more than 6 months (i.e. the online acceptance shall be completed before April 12, 2021 inclusive)

Declaration time

The application period is from September 8, 2021 to October 12, 2021.Each applicant shall submit the declaration materials to the "Policy Cashing" window within the application period.

Iii. Declaration guidelines

(I) The applicant can visit http://zcdx.gdd.gov.cn and log in to the policy Cash Service information system of Guangzhou Development Zone, Huangpu District, Guangzhou. After the applicant logs in to the policy cashing service information system, the application matters are pre-examined.Item name: Special Fund for Green and low-carbon Development (subsidy for installed capacity of application side of distributed photovoltaic power generation project (rooftop side))

After the "Policy Cashing" window preapproves the matters, the applicant can download and print the "Material List of Policy Cashing Matters of Guangzhou Development Zone" and "Application Form of Policy Cashing Matters" from the system, and submit the application at the "Policy Cashing" window with all paper materials according to the requirements of the handling guide. "Policy cashing" window handling personnel on paper materials after a preliminary review, to receive.

(2) For policy cashing applications with complete materials, the district Policy Research Office shall transfer them to the competent department of business for substantive examination after formal examination; For those who fail to pass the formal examination or need to supplement the application materials, the applicant shall be notified within 5 working days.

(3) The competent department of business shall issue the reply and forward it to the "Policy Cashing" window of the Policy Research Office after the substantive examination.

(IV) After passing the substantial examination, the applicant shall log in to guangzhou Development Policy Cashing Service Information System of Huangpu District, Guangzhou to apply for fund allocation online.

(5) The competent department of business receives the data of fund allocation transferred by the district Policy Research Office

After that, the funds shall be allocated.

(6) The district Treasury centralized payment center shall handle the funds allocation procedures.
