郑小强代表举例称,推广太阳能光伏发电+电取暖技术,以河北中部地区,100平米户用住宅为例,安装一套5千瓦光伏发电系统,同时安装一台电采暖设备(假设采用空气源热泵作为电采暖设备),则项目总投资5万元左右。光伏系统年发电6000千瓦时,按发电量30%用于自用(包括取暖及其它用电)、70%剩余电量并网计算,家庭光伏发电并网年收益为3732元。电采暖机组白天运行时间所需电量由光伏发电系统加市电共同提供,夜间用电运行享受谷电电价,年采暖季电费支出1260元左右(若未安装光伏系统,则需支出电费2200元左右)。
“综上,安装一套光伏发电+电采暖系统,从技术上来看,既能通过光伏补充电采暖用电需求,同时提高光伏发电自发自用比例,又可解决冬季采暖需求。从经济性上来看,光伏系统发电收益在支付采暖季电费之后,额外可取得2472元收益,相对与设备初始投资的5万元,静态投资回收期超过二十年,无法满足6到8年回收投资的预期,目前在推广上存在经济性障碍,需要得到政策支持。”郑小强代表说。
对此,郑小强代表建议在推广光伏发电+电采暖技术的过程中,加大政策支持。对于采用光伏发电+电采暖模式的项目,对其光伏发电部分,予以0.2元/千瓦时的省级度电补贴,期限为3年(与光伏扶贫政策等同),通过提高电费收益的方式,提高项目收益率,缩短投资回收期;对其电采暖设备予以政策性初装补贴,比例为设备购置价格的80%,补贴上限建议设置为2万元以内(与煤改电政策相当),同时对电采暖用户夜间采暖享受谷电价格,通过解决初始投资高、后期用电费用高两个障碍,推动其推广应用。
