11月15日,湖南省发改委发布开展整县(市、区)太阳能光伏项目开发试点的通知。通知中提出有关储能配置。 整县光伏项目应按照《关于加快推动湖南省电化学储能发展的实施意见》(湘发改能源(2021)786 号)文件要求,自主选择配建储能电站或购买储能服务。

关于开展整县(市、区)光伏开发试点的通知
各市(州)发展改革委(能源局)、各试点企业:
按照《国家能源局关于2021年风电、光伏发电开发建设有关事项的通知》(国能发新能(2021)25 号)等文件要求,为推进落实碳达峰、碳中和目标,加快构建以新能源为主体的新型电力系统,拟在全省范围内组织推进一批整县(市、区)光伏开发试点,高效整合县域资源,结合多能互补协同发展,实现各类电源出力特性互补,充分发挥规模化开发优势。现就有关事项通知如下:
一、试点内容
按照“能建尽建,能并尽并,能发尽发”的指导原则,为加快推进新能源开发建设,以“保供应、促转型、推试点、抓建设”为抓手,在全省范围内推进一批整县(市、区)光伏开发试点,采取“一县一企,集中开发”模式,统筹开发全县集中式和分布式光伏资源。
二、试点条件
1、政府支持。试点县(市、区)政府具有较强开发意愿,能有效整合开发资源,积极协调各职能部门,协助投资企业加快推进项目开发,为整县光伏建设提供良好营商环境。
2、试点企业。从全省能源发展大局出发,统筹电力保供贡献与资源配置的关系,适应多能互补一体化推进和省内火电企业转型发展需要,此次试点企业范围主要为省内火电投资企业,适当放宽到部分中央在湘信誉较好、业绩较优的新能源投资企业,由县级人民政府和试点企业双向协商达成一致后最终确定投资主体。
3、资源条件。试点县(市、区)应具备较丰富的太阳能资源,项目用地符合国家政策要求,严格落实耕地保护制度和生态环保要求,不占用永久基本农田和不涉及生态红线,节约集约用地。
4、储能配置。所有开发项目应按照《关于加快推动湖南省电化学储能发展的实施意见》(湘发改能源(2021)786 号)文件要求,自主选择配建储能电站或购买储能服务。
三、保障措施
1、加大统筹协调,试点县(市、区)要高度重视试点工作,建立政府领导牵头、相关部门参与的协调机制,为项目建设提供服务保障,推动降低非技术成本,切实为项目开发建设创造有利条件,市(州)发展改革委(能源局)要加强对试点县(市、区)工作指导,做好重大问题协调和上报,督促加快推进项目建设。
2、强化项目管理。投资企业要根据当地资源禀赋和经济发展实际,充分考虑电网消纳接入条件对项目经济性的影响,自主决策并合理确定建设规模,科学编制实施方案。试点县(市、区)负责实施方案审查及项目备案,同时要加强项目建设全过程监管,按月调度项目进度等信息,并及时报送我委。试点企业单个集中式光伏项目建设规模应不低于1万千瓦,允许非试点企业和自然人利用自有屋顶按照“自发自用,余电上网”的原则建设屋顶分布式光伏项目。
3、优化并网服务,电网企业要主动适应构建以新能源为主体的新型电力系统的需要,加快提高电网对高比例、大规模可再生能源的并网消纳能力。加强配套接网工程建设,进一步完善网架结构,简化接网流程及办理手续,按照“能并尽并”的原则,保障项目及时并网。加强科学调度,实现新能源发电项目多发满发。县级政府要加强与电网企业沟通,协调项目接入相关事项。项目送出工程仍按原规定报我委核准。
四、工作要求
1、申报时间。请各市(州)发展改革委(能源局)抓紧组织开展相关工作,协调申报试点县(市、区)与相关投资企业沟通对接,签订开发合作协议(协议要明确项目建设规模、进度安排、首个项目开工时间、并网时间等内容),并于12 月10日前将申报材料(含试点县名单、投资企业、合作协议、初步方案等)报送我委。
2、申报数量。各市(州)应根据资源桌赋情况合理申报,资源富集区域申报数量不超过3个,资源一般区域申报数量1-2个,我委将统筹评估后公布试点县(市、区)名单。
3、统筹国家试点,已纳入国家试点的12个整县屋顶分布式光伏试点县,如县(市、区)政府和原开发企业按要求达成合作并按时上报相关材料的,可将试点范围扩大至含地面分布式和集中式在内的全部光伏项目,一并纳入试点范围,

4、监督评估。我委将定期对试点县(市、区)项目建设情况进行督导评估,对于未如期完成建设目标、未履行承诺或造成重大不良社会影响的试点县和投资企业,将采取相应处罚措施。

The relevant matters are hereby notified as follows:

First, pilot content

2. Pilot conditions

1. 2. 3. Resource conditions.The pilot counties (cities and districts) should have abundant solar energy resources, the project land should meet the requirements of national policies, strictly implement the farmland protection system and ecological and environmental protection requirements, not occupy permanent basic farmland and not involve the ecological red line, and economical and intensive land use.

4. Energy storage configuration.All development projects shall independently choose to build energy storage power stations or purchase energy storage services in accordance with the requirements of the Document "Implementation Opinions on Accelerating the Development of Electrochemical Energy Storage in Hunan Province" (Xiang Development and Reform Energy (2021) No. 786).

Iii. Safeguard measures

2. Strengthen project management.According to local resource endowment and actual economic development, investment enterprises should fully consider the influence of power grid absorption and access conditions on project economy, make independent decisions and reasonably determine the construction scale, and formulate implementation plans scientifically. The pilot county (city or district) shall be responsible for the review of the implementation plan and the filing of the project. Meanwhile, it shall strengthen the supervision of the whole process of the project construction, schedule the project progress and other information on a monthly basis, and report to the Commission in time.The construction scale of a single centralized PHOTOVOLTAIC project of the pilot enterprise shall be no less than 10,000 kW, and non-pilot enterprises and natural persons are allowed to use their own roofs to build distributed rooftop photovoltaic projects in accordance with the principle of "self-use, surplus electricity to access the Internet".

3. To optimize grid-connection services, grid enterprises should take the initiative to adapt to the needs of building a new power system with new energy as the main body, and accelerate the improvement of grid's grid-connection capacity to absorb high proportion and large-scale renewable energy. Strengthen the construction of supporting network connection projects, further improve the network structure, simplify the network connection process and procedures, in accordance with the principle of "all possible and all possible", ensure the timely connection of projects to the network.We will strengthen scientific dispatching and ensure that new energy power generation projects are frequently and fully developed. County-level governments should strengthen communication with power grid enterprises and coordinate project access related matters. The project sent out project shall still be submitted to our committee for approval according to the original provisions.

Four, work requirements

1. Declare the time.All municipal (prefecture) Development and Reform Commission (energy Bureau) shall promptly organize and carry out relevant work, coordinate the communication and docking between the pilot counties (cities, districts) and relevant investment enterprises, and sign development cooperation agreement (the agreement shall specify the project construction scale, schedule, start time of the first project, grid connection time and other contents). And submit the application materials (including the list of pilot counties, investment enterprises, cooperation agreements, preliminary programs, etc.) to the Commission before December 10.

2. Quantity to be declared.Each city (prefecture) should make reasonable declaration according to the resource allocation. The number of declaration for resource-rich areas should not exceed 3, and the number of declaration for general resources areas should be 1-2. The Committee will publish the list of pilot counties (cities and districts) after overall evaluation.

4. Supervision and evaluation.The commission will regularly supervise and evaluate the project construction in pilot counties (cities and districts), and will take corresponding punishment measures for pilot counties and investment enterprises that fail to fulfill the construction goals as scheduled, fail to fulfill their commitments or cause significant adverse social impact.
