江苏印发《关于支持我省光伏发电发展的若干意见(征求意见稿)》

8月25日,江苏省发改委印发《关于支持我省光伏发电发展的若干意见(征求意见稿)》意见的通知,就集中式光伏电站、分布式光伏电站发展给出指导意见

根据文件,江苏省“十四五”将坚持集中式开发与分布式发展并举,分类分批有序推进光伏项目建设。注重光伏发电与其他常规能源协同发展,与周边环境和景观相融合。围绕农业、交通、建筑、渔业等,探索光伏融合发展新场景。充分发挥市场在资源配置中的决定性作用,加强各类配套政策措施的协同配合,调动全社会开发利用可再生能源的积极性。
集中式光伏方面,推动光伏发电与农林牧渔等产业融合发展因地制宜利用垦区农场、采煤塌陷区、沿海滩涂、养殖鱼塘、农业大棚、山地丘陵等空间资源,优化推进“光伏+"基地化开发。
明确光伏复合项目选址原则,探索建立光伏复合项目用地负面清单制度。明确光伏复合项目土地利用标准,在不改变土地用途、不影响农业等生产的前提下,可按原地类认定,光伏复合项目中农业等复合产业年收益不得低于当地同类土地最低收益。明确“林光互补”项目土地利用标准,对于森林资源调查确定为宜林地而第二次全国土地调查确定为未利用地的土地,应采用“林光互补”用地模式。保障光伏发电项目用海需求,规范利用河道、水库发展光伏发电。
分布式光伏方面,深挖地区分布式光伏发展潜力,加大光伏发电在高速公路沿线、铁路边坡及沿线设施、各类加油加气站、车棚、路灯杆等交通领域的应用,鼓励在大数据中心、5G基站、粮库、仓储等布设分布式光伏发电,新建工业园区、新增重大项目原则上预留发展分布式光伏系统的荷载能力和配网容量。
党政机关、事业单位、国企带头开展屋顶光伏建设,推广光伏建筑一体化(BIPV)发展,积极推动户用光伏发展,支持以整县(区)为单位,采取统一建设、统一运维、分户结算的方式,推动光伏发电入社区、进家庭。
在消纳方面,全面提升电力系统灵活调节能力,提高配电网接纳分布式光伏发电能力,优化光伏发电项目接网流程,电网企业应在收到自然人项目并网申请后5个工作日内实现并网,在收到非自然人项目并网申请后15个工作日内实现并网。

政策保障方面,各地不得向可再生能源投资企业收取任何形式的资源出让费等费用,不得将配套产业作为项目开发建设的门槛。已纳入补贴清单的可再生能源项目所在企业,对已确权应收未收的财政补贴资金,可申请补贴确权贷款。

On August 25, Jiangsu Provincial Development and Reform Commission issued a notice of opinions on Supporting the Development of Photovoltaic power generation in Jiangsu Province (Draft), giving guidance on the development of centralized photovoltaic power stations and distributed photovoltaic power stations.

According to the document, Jiangsu province will adhere to the "14th five-year plan" of centralized development and distributed development, classification and batch orderly promote the construction of photovoltaic projects. Focus on photovoltaic power generation and other conventional energy coordinated development, integration with the surrounding environment and landscape.We will explore new scenarios for integrated photovoltaic development centering on agriculture, transportation, construction and fisheries. We will give full play to the decisive role of the market in resource allocation, strengthen coordination between various supporting policies and measures, and mobilize the enthusiasm of the whole society in developing and utilizing renewable energy.

In terms of centralized photovoltaic, we will promote the integrated development of photovoltaic power generation with agriculture, forestry, animal husbandry and fishery industries. Spatial resources such as reclamation farms, coal mining subsidence areas, coastal beaches, fish ponds, agricultural greenhouses, mountains and hills will be utilized in accordance with local conditions to optimize and promote the "PHOTOVOLTAIC +" base development.

The principle of site selection for photovoltaic composite projects will be clarified, and a negative list system will be established for photovoltaic composite projects. The land use standards of photovoltaic composite projects are clarified. On the premise of not changing land use and not affecting agricultural and other production, the annual income of agricultural and other composite industries in photovoltaic composite projects shall not be lower than the minimum income of similar local land.Clarify the land use standard of "forest and light complementary" project, and adopt the "forest and light complementary" land use mode for the land determined as suitable forest land in the forest resource survey and unused land in the second national land survey. Ensure the demand for photovoltaic power generation projects, standardize the use of rivers, reservoirs to develop photovoltaic power generation.

In terms of distributed photovoltaic, we will dig into the development potential of distributed photovoltaic in the region, increase the application of photovoltaic power generation in transportation fields such as highway, railway slope and facilities, all kinds of refueling and filling stations, carsheds and road light poles, and encourage the distribution of distributed photovoltaic power generation in big data centers, 5G base stations, grain depots and warehouses. In principle, the load capacity and distribution network capacity of distributed photovoltaic system are reserved for new industrial parks and new major projects.

Party and government organs, public institutions and state-owned enterprises take the lead in rooftop photovoltaic construction, promote the development of integrated photovoltaic building (BIPV), actively promote the development of household PHOTOVOLTAIC, support the whole county (district) as a unit, adopt unified construction, unified operation and maintenance, household settlement, promote photovoltaic power generation into communities and households.

In given respect, improve power system, flexible adjustment ability, improve the distribution network to accept distributed photovoltaic power generation capacity, network flow optimization of photovoltaic power generation projects, power grid enterprises should be in 5 working days after receipt of the application for natural person interconnection project realized, after receiving the natural project grid realized within 15 working days after application.

In terms of policy guarantee, local governments shall not charge renewable energy investment enterprises any form of resource transfer fees and other fees, and shall not take supporting industries as the threshold of project development and construction. Enterprises of renewable energy projects that have been included in the list of subsidies may apply for subsidy confirmation loans for the confirmed and uncollected government subsidy funds.
