农业农村部：支持有条件的脱贫地区发展光伏产业

3月1日，农业农村部发布《关于落实党中央国务院2022年全面推进乡村振兴重点工作部署的实施意见》(以下简称《意见》)。

《意见》提出，培育脱贫地区特色产业。壮大特色优势产业发展光伏能源。实施农光互补特色种养业提升行动，指导脱贫县编制实施特色产业发展规划，强化技术服务和人才培育。引导龙头企业到脱贫地区建立标准化原料生产基地，布局加工产能和流通设施。开展脱贫地区农业品牌公益帮扶，支持脱贫地区经营主体参加各类展示展销活动，促进与农产品流通企业、电商平台精准对接。完善联农带农机制，提高脱贫人口家庭经营性收入。发展重点产业。巩固光伏脱贫工程成效，支持有条件的脱贫地区发展光伏产业。持续跟踪金鸡帮扶项目进展，强化产业融合项目等配套支持。打造典型样板。选择脱贫县相对集中、产业基础好的市(地、州)，整市建设特色产业高质量发展引领区，推进全域规划、全链开发。推动提高中央财政衔接推进乡村振兴补助资金和涉农整合资金用于产业发展比重，重点支持产业基础设施建设和全产业链开发。

《意见》提出，做好重点帮扶和协作帮扶。加强重点帮扶县扶持。协调落实160个国家乡村振兴重点帮扶县帮扶政策，组织实施一批补短板促发展项目。选派科技特派团帮扶，实行产业技术顾问制度，有计划开展教育医疗“组团式”帮扶。建立健全国家乡村振兴重点帮扶县跟踪监测机制，开展定期监测评估。深化东西部协作和定点帮扶。拓展东西部协作工作领域，深化区县、村企、学校、医院等结对帮扶。持续做好中央单位定点帮扶，开展东西部协作和定点帮扶成效考核评价。强化社会帮扶。深入推进“万企兴万村”行动，优先将产业发展项目纳入衔接推进乡村振兴项目库，引导龙头企业参与脱贫地区产业发展。制定鼓励引导社会组织参与乡村振兴的意见。持续推进农业农村援藏、援疆以及革命老区、民族地区、边境地区等重点区域帮扶工作。

Carry out public welfare assistance for agricultural brands in poverty alleviation areas, support business entities in poverty alleviation areas to participate in various exhibitions and exhibitions, and promote precise connection with agricultural product distribution enterprises and e-commerce platforms. We will improve the mechanism of linking up with farmers to lead farmers, and increase the operating income of households who have been lifted out of poverty. Develop key industries. Consolidate the effectiveness of photovoltaic poverty alleviation projects and support the development of photovoltaic industry in qualified poverty alleviation areas. Continue to track the progress of the Golden Rooster assistance project and strengthen supporting support such as industrial integration projects. Create a typical template. Select cities (prefectures, prefectures) with relatively concentrated poverty alleviation counties and good industrial foundations, build a leading area for high-quality development of characteristic industries in the whole city, and promote global planning and full-chain development. We will increase the proportion of the central government's financial connection to promote rural revitalization subsidy funds and agriculture-related integration funds for industrial development, and focus on supporting the construction of industrial infrastructure and the development of the entire industrial chain.



The "Opinions" proposed to do a good job in key assistance and collaborative assistance. Strengthen the support of key counties. Coordinated the implementation of assistance policies for 160 national rural revitalization key counties, and organized and implemented a number of projects to make up for shortcomings and promote development. Select scientific and technological missions for assistance, implement the industrial technology consultant system, and plan to carry out "group-style" assistance in education and medical care. Establish and improve the tracking and monitoring mechanism of the national key rural revitalization counties, and carry out regular monitoring and evaluation. Deepen east-west collaboration and targeted assistance. Expand the areas of cooperation between the east and the west, and deepen the pairing assistance of districts and counties, village enterprises, schools, and hospitals. Continue to do a good job of fixed-point assistance from central units, and carry out east-west collaboration and evaluation and evaluation of the effectiveness of fixed-point assistance. Strengthen social assistance. In-depth promotion of the "10,000 enterprises to revitalize 10,000 villages" action, give priority to the inclusion of industrial development projects in the project library for linking and promoting rural revitalization, and guide leading enterprises to participate in the industrial development of poverty alleviation areas. Formulate opinions on encouraging and guiding social organizations to participate in rural revitalization. Continue to promote agricultural and rural aid to Tibet, Xinjiang, and key areas such as old revolutionary base areas, ethnic areas, and border areas.
