3月15日召开的中央财经委员会第九次会议研究了促进平台经济健康发展问题和实现碳达峰、碳中和的基本思路和主要举措。习近平在会上发表重要讲话强调，实现碳达峰、碳中和是一场广泛而深刻的经济社会系统性变革，要把碳达峰、碳中和纳入生态文明建设整体布局，拿出抓铁有痕的劲头，如期实现2030年前碳达峰、2060年前碳中和的目标。
会议听取了国家发展改革委、生态环境部、自然资源部关于实现碳达峰、碳中和的总体思路和主要举措的汇报。
会议强调，我国力争2030年前实现碳达峰，2060年前实现碳中和，是党中央经过深思熟虑作出的重大战略决策，事关中华民族永续发展和构建人类命运共同体。
 要坚定不移贯彻新发展理念，坚持系统观念，处理好发展和减排、整体和局部、短期和中长期的关系，以经济社会发展全面绿色转型为引领，以能源绿色低碳发展为关键，加快形成节约资源和保护环境的产业结构、生产方式、生活方式、空间格局，坚定不移走生态优先、绿色低碳的高质量发展道路。
* 要坚持全国统筹，强化顶层设计，发挥制度优势，压实各方责任，根据各地实际分类施策。
* 要把节约能源资源放在首位，实行全面节约战略，倡导简约适度、绿色低碳生活方式。
* 要坚持政府和市场两手发力，强化科技和制度创新，深化能源和相关领域改革，形成有效的激励约束机制。
* 要加强国际交流合作，有效统筹国内国际能源资源。
* 要加强风险识别和管控，处理好减污降碳和能源安全、产业链供应链安全、粮食安全、群众正常生活的关系。
会议指出，“十四五”是碳达峰的关键期、窗口期，要重点做好以下几项工作。
一要构建清洁低碳安全高效的能源体系，控制化石能源总量，着力提高利用效能，实施可再生能源替代行动，深化电力体制改革，构建以新能源为主体的新型电力系统。
二要实施重点行业领域减污降碳行动，工业领域要推进绿色制造，建筑领域要提升节能标准，交通领域要加快形成绿色低碳运输方式。
三要推动绿色低碳技术实现重大突破，抓紧部署低碳前沿技术研究，加快推广应用减污降碳技术，建立完善绿色低碳技术评估、交易体系和科技创新服务平台。
四要完善绿色低碳政策和市场体系，完善能源“双控”制度，完善有利于绿色低碳发展的财税、价格、金融、土地、政府采购等政策，加快推进碳排放权交易，积极发展绿色金融。
五要倡导绿色低碳生活，反对奢侈浪费，鼓励绿色出行，营造绿色低碳生活新时尚。

The ninth meeting of the Financial and Economic Commission of the CPC Central Committee, held on March 15, studied the basic ideas and major measures to promote the healthy development of the platform economy and achieve carbon neutrality and carbon peak. In an important speech delivered at the meeting, Xi stressed that to achieve a carbon peak and carbon neutral is a broad and profound economic and social systemic reform, and that we should integrate carbon peak and carbon neutral into the overall plan of ecological civilization construction, and work hard to achieve the goals of carbon peak by 2030 and carbon neutral by 2060 as scheduled.

The meeting heard reports from the National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Natural Resources on the overall ideas and major measures for achieving carbon peak and carbon neutrality.

The meeting stressed that China's efforts to reach a carbon peak by 2030 and achieve carbon neutrality by 2060 are a major strategic decision made after careful consideration by the CPC Central Committee, which bears on the sustainable development of the Chinese nation and the building of a community with a shared future for mankind.

To unswervingly implement the new concept of development, adhere to the system concept, handle the development and emission reduction, global and local, short-term and long-term relationship, with overall green transformation of the economic and social development as the guide, with green low carbon energy development as key to speed up the formation of the industrial structure of the resource conservation and environmental protection, production mode, life style, space pattern, We will unswervingly follow the path of high-quality development that gives priority to ecology and pursues green, low-carbon development.

* We need to maintain overall planning at the national level, strengthen top-level design, leverage institutional advantages, meet the responsibilities of all parties, and adopt policies based on local conditions.

* We should give top priority to conserving energy and resources, implement a comprehensive conservation strategy, and advocate a simple, moderate, green and low-carbon lifestyle.

* The government and the market should exert both efforts, strengthen scientific, technological and institutional innovation, deepen reform in energy and related fields, and form an effective incentive and restraint mechanism.

* We need to strengthen international exchanges and cooperation and effectively coordinate domestic and international energy and resources.

* We need to strengthen risk identification and control, and properly handle the relationship between pollution reduction and carbon reduction, energy security, industrial chain and supply chain security, food security, and people's normal life.

The meeting pointed out that the "14th Five-Year" is the critical period of carbon peak, the window period, to focus on the following work.

First, we need to build a clean, low-carbon, safe and efficient energy system. We need to limit the total amount of fossil energy, make greater use of it, implement the initiative to replace renewable energy, deepen the reform of the power system, and build a new type of power system with new energy as the mainstay.

Second, we will take action to reduce pollution and carbon emissions in key industries and sectors. We will promote green manufacturing in industry, raise energy efficiency standards in construction, and speed up the formation of green and low-carbon transport modes in transportation.

Third, we need to promote major breakthroughs in green and low-carbon technologies, promptly deploy research on cutting-edge low-carbon technologies, accelerate the spread and application of pollution reduction and carbon reduction technologies, and establish and improve a system for evaluating and trading green and low-carbon technologies and a service platform for scientific and technological innovation.

Fourth, we need to improve green and low-carbon policies and market systems, improve the "dual control" system for energy, and improve fiscal, tax, pricing, finance, land, and government procurement policies that are conducive to green and low-carbon development. We need to accelerate carbon emission trading, and actively develop green finance.

Fifth, we need to advocate green and low-carbon life, oppose extravagance and waste, encourage green travel, and create a new fashion for green and low-carbon life.
