“‘十三五’时期，国网北京电力累计建成各类充电站1664座、充电桩20764个，已经建成北京市规模最大的‘城际全贯通、城乡全覆盖、服务全天候’的智能充电网络。”习近平：构建以新能源为主体的新型电力系统，2060年前实现碳中和
       中共中央总书记、国家主席、中央军委主席、中央财经委员会主任习近平3月15日下午主持召开中央财经委员会第九次会议，研究促进平台经济健康发展问题和实现碳达峰、碳中和的基本思路和主要举措。会议强调，我国力争2030年前实现碳达峰，2060年前实现碳中和。“新型电力系统”这个中央首提的新名词，十分惹眼。关于这个概念，确切精准的定义暂时还没有。但形态特征上，无外乎清洁低碳、安全可控、灵活高效、开放互动、智能友好等。
     新型电力系统的2个“重点”
要构建清洁能源地毯安全高效的能源体系，控制石化能源总量，着力提高利用效能，实时可再生能源替代行动，深化电力体制改革，构建以新能源为主体的新型电力系统。电网头条替大家划了两个重点：

目前在我国能源结构中，火力发电仍是主力军，2020年的电源结构中新能源（光伏发电、风力发电）占比还不足30%，那么这个“新能源为主体”的新型电力系统，对清洁能源需求将在未来几年翻倍。
习近平总书记在世界气候雄心峰会上承诺，到2030年，我国风电、太阳能发电总装机容量达到12亿千瓦以上。截至2020年年底，我国风电和太阳能发电装机容量总计5.3亿千瓦。未来10年，电力系统将把二倍于现在的新能源拥入怀中。2021年3月19日，国家电网有限公司在京召开发布会，发布服务碳达峰碳中和构建新型电力系统加快抽水蓄能开发建设重要举措。国家电网表示将当好“引领者”，充分发挥电网“桥梁”“纽带”作用，促进能源生产清洁化、能源消费电气化、能源利用高效化，推动能源电力行业尽早以较低峰值达峰；当好“推动者”，加强技术创新、机制创新、模式创新，引导绿色低碳生产生活方式，推动全社会尽快实现碳中和；当好“先行者”，系统梳理输配电各环节、生产办公全领域减排清单，深入挖掘减排潜力，实现企业碳排放率先达峰。特高压、大云物移智链等“奇点技术”为电网“赋能”。特高压为清洁能源实现“千里送电”。国家电网构建坚强智能电网，加大跨区输送清洁能源力度。其中，特高压作为中国电力技术“第一名选手”，10多年来迅猛发展，也成为新能源消纳的扛把子。数据显示，国家电网经营区的新能源利用率从2015年的84.6%上升到2020年的97.1%。
      协同运作，构建友好型电源系统。近年来，国家电网在打造智能电网，推进源网荷储协同互动上努力，加快电网向能源互联网升级，优化电网调度和交易机制等。
随着新能源、直流电网、电动汽车等加速发展，电力系统对“插件”功能要求也越来越高，以充电为例，在“新基建”热潮下充电桩的建设、接入电网迎来了一波高潮。现在，全球最大的车联网平台——国网智慧车联网平台已经接入119万个充电桩，如此庞大的体量，需要电网不断革新进步，以更“稳定”、“安全”、“便捷”的方式提供服务。除了上述这些，新型电力系统在电氢双向高效转换、可控核聚变等跨越性等技术上也在寻求突破，加速落地。写在最后，虽然新型电力系统，精确的定义还没有出炉。但毫无疑问的是，随着高比例新能源、高比例电力电子设备接入电网，新型电力系统必将发生“彻底”改变。为实现“3060·碳达峰碳中和”的目标，不夸张的讲在座各位，我们都历史的参与者和见证者！未来更好，拭目以待！

China aims to reach a carbon peak by 2030 and become carbon neutral by 2060, the meeting stressed.The new term "New Power System", first put forward by the central government, is very eye-catching. The exact definition of this concept is not yet available.But in terms of morphological characteristics, it is clean and low-carbon, safe and controllable, flexible and efficient, open and interactive, intelligent and friendly, etc.

Two "key points" of a new power system

We will build a safe and efficient energy system for clean energy carpet, control the total amount of petrochemical energy, focus on improving utilization efficiency, take action to replace renewable energy in real time, deepen the reform of the electric power system, and build a new electric power system with new energy as the main body. At present, in China's energy structure, thermal power generation is still the main force. In 2020, the proportion of new energy (photovoltaic power generation, wind power generation) in the power structure is less than 30%, so this "new energy as the main body" of the new power system, the demand for clean energy will double in the next few years.

At the World Climate Ambition Summit, President Xi Jinping pledged that China's total installed wind and solar power capacity would reach more than 1.2 billion kilowatts by 2030. China's installed wind and solar power capacity totaled 530 million kilowatts by the end of 2020.In the next 10 years, the electricity system will suck in twice as much new energy as it does now. With the accelerated development of new energy, DC power grid and electric vehicles, the power system has higher and higher requirements for the function of "plug-in".
