 2021光伏发电补贴的政策
    分布式电价补贴标准为每千瓦时0.42元(含税,下同),光伏发电工程自投入运营起执行标杆上网电价或电价补贴标准,期限原那么上为20年。
    为推动能源供应革命,促进可再生能源产业持续安康进展,准时反映不同类型新能源发电技术进步、本钱下降状况,合理引导新能源向负荷集中地区投资,按期实现平价上网,缓解补贴资金缺口,国家进展改革委近日发出通知,分资源区降低光伏电站、陆上风电标杆上网电价,分布式光伏发电补贴标准和海上风电标杆电价不作调整。
     通知规定,2021年1月1日之后,一类至三类资源区新建光伏电站的标杆上网电价分别调整为每千瓦时0.65元、0.75元、0.85元,比2021年电价每千瓦时下调0.15元、0.13元、0.13元。同时明确,今后光伏标杆电价依据本钱改变状况每年调整一次。2021年1月1日之后,一类至四类资源区新核准建立陆上风电标杆上网电价分别调整为每千瓦时0.40元、0.45元、0.49元、0.57元,比2021-2021年电价每千瓦时降低7分、5分、5分、3分。

      适当下调光伏电站和陆上风电标杆上网电价,有利于减轻新能源补贴资金增长压力。依据目前光伏、风电进展速度测算,2021年光伏电站标杆上网电价下调后,每年将削减新增光伏电站补贴需求约45亿元;2021年陆上风电价格也降低后,每年将削减新增陆上风电补贴需求约15亿元,合计每年削减新增补贴资金需求约60亿元。
  2021局部地方光伏发电补贴标准
      上海市
      对于光伏工程,依据实际发电量对工程投资主体赐予嘉奖,嘉奖时间为5年。单个工程年度嘉奖金额不超过5000万元。详细标准如下:
      集中式:0.3元/千瓦时。
      分布式光伏:工、商业用户为0.25元/千瓦时,
      学校用户:0.55元/千瓦时,
      个人、养老院等享受优待电价用户为0.4元/千瓦时。

      北京市
      全市分布式:2021年1月1日至2021年12月31日期间并网发电的分布式光伏发电工程,市级财政按工程实际发电量赐予嘉奖,嘉奖标准为每千瓦时0.3元(含税),每个工程的嘉奖期限为5年,嘉奖对象为分布式发电企业或自然人。《北京市分布式光伏发电嘉奖资金管理方法》
      河北省
      全省分布式:屋顶分布式光伏发电工程(不包括金太阳示范工程)补贴标准为每千瓦时0.2元,对2021年10月1日至2021年底以前建成投产的工程,自并网之日起补贴3年。(《河北省物价局关于光伏发电工程有关电价补贴政策的通知》)
      全省集中式:2021年底前建成投产的光伏电站按发电量赐予0.1元/千瓦时补贴,自投产之日起执行3年。(冀政[2021]83号)
      全省扶贫工程:2021年底以前建成投产的,自2021年1月1日起补贴标准为每千瓦时0.2元,自并网之日起补贴3年。
      山西省
      晋城市
      分布式:发电电价补贴除享受国家0.42元/千瓦时的发电政策补贴外,晋城市级财政还补贴0.2元/千瓦时;建立安装补贴按建立装机容量予以3元/瓦的一次性建立安装补贴(执行年限暂定为20212021年)。(《关于促进农村地区分布式光伏发电示范应用财政扶持看法》)
  2021光伏发电补贴的流程
      国家能源局通常于年初,在综合考虑全国光伏发电进展规划、各地区上一年度建立状况、电力市场条件及各方面看法的根底上,编制该年的光伏发电建立施行方案(例如,国家能源局于2021年3月16日发布了《国家能源局关于下达2021年光伏发电建立施行方案的通知》)。光伏发电建立施行方案将规定各地区新开工的集中式光伏电站和分布式光伏电站的总规模,规模内的工程具备享受国家可再生能源基金补贴资格。集中式光伏发电和分布式发电申请电价补贴的条件、流程详细如下:
      集中式光伏发电
      依据《可再生能源电价附加补助资金管理暂行方法》,申请补助的工程必需符合以下条件:
      1.属于《财政部、国家进展改革委、国家能源局关于印发可再生能源进展基金征收用法管理暂行方法的通知》规定的补助范围(可再生能源电价附加收入的补助范围:1)电网企业根据国务院价格主管部门确定的上网电价,或者依据法律规定通过招标等竞争性方式确定的上网电价,收买可再生能源电量所发生的费用,高于根据常规能源发电平均上网电价计算所发生费用之间的差额;2)执行当地分类销售电价,且由国家投资或者补贴建立的公共可再生能源独立电力系统,其合理的运行和管理费用超出销售电价的局部;3)电网企业为收买可再生能源电量而支付的合理的接网费用以及其他合理的相关费用,不能通过销售电价回收的局部。);
      2.已完成审批、核准或备案,且已经过国家能源局审核确认;
      3.上网电价已经价格主管部门审核批复。财政部、国家进展改革委、国家能源局对地方上报材料进展审核,并将符合条件的工程列入可再生能源电价附加资金补助名目。
      可再生能源电价附加补助资金原那么上实行按季预拨、年终清算。省级电网企业、地方独立电网企业应依据可再生能源上网电价和实际收买的可再生能源发电上网电量,按月与可再生能源发电企业结算电费。国家电网公司和南方电网公司范围内的并网发电工程和接网工程,补贴资金不再通过省级财政部门拨付,而是由中央财政挺直拨付给国家电网公司、南方电网公司。
      分布式发电
      依据《关于分布式光伏发电实行根据电量补贴政策等有关问题的通知》,申请补贴的分布式光伏发电工程必需符合如下条件:
      1.根据程序完成备案;
      2.工程建成投产,符合并网相关条件,并完成并网验收等电网接入工作。符合上述条件的工程可向所在地电网企业提出申请,经同级财政、价格、能源主管部门审核后逐级上报。财政部、国家进展改革委、国家能源局对报送工程组织审核,并将符合条件的工程列入补助名目。中央财政按季向国家电网公司、南方电网公司及地方独立电网企业所在省级财政部门预拨补贴资金。电网企业依据工程发电量和国家确定的补贴标准,按电费结算周期准时支付补贴资金。

According to the notice, after January 1, 2021, the benchmark on-grid electricity price of new photovoltaic power stations in first-tier and third-tier resource zones will be adjusted to 0.65 yuan, 0.75 yuan and 0.85 yuan per kilowatt-hour respectively, down 0.15 yuan, 0.13 yuan and 0.13 yuan per kilowatt-hour compared with 2021.   At the same time, it is clear that the future photovoltaic benchmark electricity price will be adjusted once a year according to the cost change.  After January 1, 2021, the newly approved benchmark on-grid price of onshore wind power in class I to Class IV resource zones will be adjusted to 0.40 yuan, 0.45 yuan, 0.49 yuan and 0.57 yuan per KWH respectively, 7 cents, 5 cents, 5 cents and 3 cents lower than the price in 2021-2021 per KWH.  

In order to continuously encourage the development of distributed photovoltaic and offshore wind power, the circular stipulates that the subsidy standard for distributed photovoltaic power generation and benchmark price for offshore wind power will not be adjusted.   At the same time, in order to give greater play to the role of the market in forming prices, the notice encourages local governments to continuously determine the owners of various new energy projects and the on-grid electricity price through market competition such as bidding.  

China's photovoltaic industry has made rapid technological progress. Photovoltaic module manufacturing and photoelectric conversion efficiency have reached the world's advanced level.   The adjusted benchmark feed-in price can guarantee the reasonable income of photovoltaic power generation projects under the existing technology level, maintain the investment attraction of new energy projects continuously, and promote the healthy progress of the whole photovoltaic industry chain.  At the same time, keeping the price of distributed photovoltaic power generation unchanged or reducing the price of photovoltaic power generation in the eastern region is conducive to rationally guiding the optimization of the layout of the photovoltaic industry, encouraging the eastern region to develop new energy sources nearby, reducing coal consumption and greenhouse gas emissions, and promoting the improvement of air quality.  

Appropriate reductions in benchmark feed-in tariffs for photovoltaic power stations and onshore wind power will help ease the pressure of increasing subsidies for new energy.   Based on the current progress rate of photovoltaic and wind power, the benchmark feed-in price of photovoltaic power stations will be lowered in 2021, and the annual subsidy demand for new photovoltaic power stations will be reduced by about 4.5 billion yuan.  After the price of onshore wind power is also lowered in 2021, the annual subsidy demand for new onshore wind power will be reduced by about 1.5 billion yuan, and the total annual subsidy demand will be reduced by about 6 billion yuan.  

2021 Local photovoltaic subsidy standards  

Shanghai  

For photovoltaic projects, the project investment subjects will be rewarded according to the actual generating capacity, and the reward time will be 5 years.   The annual award for a single project shall not exceed 50 million yuan.  Detailed standards are as follows:  

Centralized type: 0.3 yuan/KWH.  

Distributed PV: 0.25 yuan/KWH for industrial and commercial users,  

School users: 0.55 yuan/KWH,  

Individuals, nursing homes and other preferential price users 0.4 yuan/KWH.

Provincial distributed: The subsidy standard for rooftop distributed photovoltaic power generation projects (excluding golden Sun demonstration projects) is 0.2 yuan per KWH. 2021 pv subsidy process  

The National Energy Administration usually, at the beginning of the year, on the basis of comprehensive consideration of the national photovoltaic power generation progress plan, the establishment situation of each region in the previous year, power market conditions and opinions of various aspects, prepares the photovoltaic power generation establishment and implementation plan for that year (for example,   The National Energy Administration issued the Notice of the National Energy Administration on the Implementation Plan for the Establishment of Photovoltaic Power Generation in 2021 on March 16, 2021.   The implementation plan for the establishment of photovoltaic power generation will stipulate the total scale of centralized and distributed photovoltaic power plants to be started in each region, and projects within the scale will be eligible for subsidies from the National Renewable Energy Fund.  The conditions and process of applying for price subsidy for centralized photovoltaic power generation and distributed power generation are as follows:  

Centralized photovoltaic power generation  

According to the Interim Method for The Management of Additional Subsidies for Renewable Energy Price, the projects applying for subsidies must meet the following conditions:  

1. It falls within the subsidy scope stipulated in the Notice of the Ministry of Finance, the National Progress and Reform Commission and the National Energy Administration on Issuing the Interim Methods for the Administration of The Collection and Usage of the Renewable Energy Progress Fund (the subsidy scope of the additional income of the electricity price of renewable energy:   1) The cost incurred by the power grid enterprises in buying renewable energy power according to the feed-in price determined by the price authority of The State Council, or the competitive price determined by bidding and other legal provisions, is higher than the difference between the cost calculated according to the average feed-in price of conventional energy power generation;  2) The reasonable operation and management cost of the independent public renewable energy power system, which is invested or subsidized by the state and implemented the local classified sale price, exceeds part of the sale price;  3) Reasonable network connection fees and other reasonable related fees paid by power grid enterprises to buy renewable energy power cannot be recovered by selling electricity price.  ;  

2. It has been approved, approved or put on record, and has been examined and confirmed by the National Energy Administration;  

3. The on-grid electricity price has been examined and approved by the price authority.  The Ministry of Finance, the National Progress and Reform Commission and the National Energy Administration will review the progress of materials reported by local governments, and include eligible projects in the list of additional funds for renewable energy price subsidies.  

The additional subsidy funds for renewable energy prices were pre-allocated on a quarterly basis and liquidated at the end of the year.  Provincial power grid enterprises and local independent power grid enterprises shall settle the electricity charges with renewable energy power generation enterprises on a monthly basis according to the on-grid price of renewable energy and the actual purchased on-grid electricity generated from renewable energy.  For grid-connected power generation projects and grid connection projects within the scope of State Grid Corporation of China and China Southern Power Grid Corporation, the subsidy funds are no longer allocated by provincial financial departments, but directly allocated by central finance to State Grid Corporation of China and China Southern Power Grid Corporation.  

Distributed generation  

According to the Notice on The Implementation of distributed PHOTOVOLTAIC Power Generation based on electricity Subsidy Policy and other related issues, distributed photovoltaic power generation projects applying for subsidies must meet the following conditions:  

1. Complete filing according to procedures;  

2. The project is completed and put into operation, meets the grid connection conditions, and completes grid connection acceptance and other power grid access work.   Projects that meet the above conditions may apply to local power grid enterprises and be reported step by step after examination by the competent departments of finance, price and energy at the same level.  The Ministry of Finance, the National Progress and Reform Commission and the National Energy Administration shall examine and verify the submitted projects, and list the qualified projects into the subsidy category.  The central government will pre-allocate subsidy funds to provincial financial departments of state Grid Corporation of China, China Southern Power Grid Corporation and local independent power grid enterprises on a quarterly basis.   Power grid enterprises shall pay subsidy funds on time according to the electricity fee settlement cycle according to the project generating capacity and subsidy standards determined by the state.
