重大利好！国务院：推进屋顶分布式光伏发电

近日，中共中央办公厅、国务院办公厅印发了《关于推进以县城为重要载体的城镇化建设的意见》。

意见提出：推进生产生活低碳化。推动能源清洁低碳安全高效利用，引导非化石能源消费和分布式能源发展，在有条件的地区推进屋顶分布式光伏发电。坚决遏制“两高”项目盲目发展，深入推进产业园区循环化改造。大力发展绿色建筑，推广装配式建筑、节能门窗、绿色建材、绿色照明，全面推行绿色施工。

通知指出，县城是我国城镇体系的重要组成部分，是城乡融合发展的关键支撑，对促进新型城镇化建设、构建新型工农城乡关系具有重要意义。

通知认为，坚持以人为核心推进新型城镇化，尊重县城发展规律，统筹县城生产、生活、生态、安全需要，因地制宜补齐县城短板弱项，促进县城产业配套设施提质增效、市政公用设施提档升级、公共服务设施提标扩面、环境基础设施提级扩能，增强县城综合承载能力，提升县城发展质量，更好满足农民到县城就业安家需求和县城居民生产生活需要，为实施扩大内需战略、协同推进新型城镇化和乡村振兴提供有力支撑。

通知提出，到2025年，以县城为重要载体的城镇化建设取得重要进展，县城短板弱项进一步补齐补强，一批具有良好区位优势和产业基础、资源环境承载能力较强、集聚人口经济条件较好的县城建设取得明显成效，公共资源配置与常住人口规模基本匹配，特色优势产业发展壮大，市政设施基本完备，公共服务全面提升，人居环境有效改善，综合承载能力明显增强，农民到县城就业安家规模不断扩大，县城居民生活品质明显改善。再经过一个时期的努力，在全国范围内基本建成各具特色、富有活力、宜居宜业的现代化县城，与邻近大中城市的发展差距显著缩小，促进城镇体系完善、支撑城乡融合发展作用进一步彰显。

分布式光伏再迎重大利好

此前，2021年6月，国家能源局发布明确了不同类型屋顶的光伏安装比例：党政机关50%，学校、医院、村委会等公共建筑40%，工商业屋顶30%，农村居民屋顶20%。2021年9月，国家能源局已经发布“重磅丨676县市！国家能源局公布全国整县光伏推进名单”。目前，全国共有676整县（市、区）被列入屋顶分布式光伏开发试点，试点工作要严格落实“自愿不强制、试点不审批、到位不越位、竞争不垄断、工作不暂停”的工作要求。
