其中提到推动行业绿色低碳发展,落实碳达峰、碳中和工作要求,提高新建建筑节能标准。推进高星级绿色建筑、近零能耗(含超低能耗)建筑建设示范,开展国家绿色生态城区和省级绿色生态城区建设示范创建。研究建立公共建筑能耗及碳排放信息公示披露制度。完善节能改造市场机制,重点支持合同能源管理模式。加快推进绿色建材评价认证和推广应用,制定绿色建材需求标准和推广应用政策措施。逐步提高绿色建材应用比例。培育打造一批政府投资项目绿色建材应用示范工程。推进可再生能源在新建建筑和既有建筑改造中的规模化开发利用。加强智能电网建设,实现区域光伏发电与建筑用电之间的合理调配,推动太阳能光伏发电系统在公共建筑中的推广应用。到2025年,新建绿色建筑不少于2亿平方米,高星级绿色建筑占比不少于65%;新建建筑可再生能源替代常规能源比例力争达到8%;既有建筑能效稳步提升,实施节能改造不少于320万平方米。

各区、县(市)人民政府,市政府各部门、各直属单位:
为促进我市建筑业高质量发展,提升建筑业服务保障水平,加快发展机制改革创新,根据《浙江省人民政府办公厅关于推动浙江建筑业改革创新高质量发展的实施意见》(浙政办发〔2021〕19号)精神,经市政府同意,现提出如下实施意见。
一、营造建筑业高质量发展环境
(一)保持建筑业稳步增长态势。到2025年,建筑业产值、增加值等规模指标继续保持全省领先,在主要省会城市中保持全国前列;行业税收收入年增速与行业发展相协调。培育一批具有核心竞争力的工程总承包、专业承包龙头企业和全过程工程咨询企业,特级施工企业力争达到20家,百亿产值规模建筑业头部企业力争达到8家,累计获评国家级优质工程20项以上、省级优质工程125项以上。建筑工地扬尘管控和环境面貌明显改善,创建杭州市建设工程施工安全生产标准化管理优良工地800个以上,浙江省建筑施工安全生产标准化管理优良工地240个以上;装配式建筑占新建建筑比重达到35%。培育一批技术创新中心、重点实验室等建筑业科技创新基地,逐步实现建筑工业化与数字化深度融合,建筑信息模型(BIM)、物联网、大数据、智能建造等数字技术和先进制造设备、智能设备及智慧工地相关装备在建筑领域集成应用和推广。创新建设模式,智慧工地覆盖率达到100%。[责任单位:市建委、市发改委、市经信局、市科技局、市数据资源局、国家税务总局杭州市税务局,各区、县(市)政府。列第一位的为牵头单位,下同。以下均需各区、县(市)政府落实,不再列出]
(二)打造建筑业营商环境建设新高地。在建筑业领域全面深化“放管服”改革。深入推进简政放权,坚持以取消为主,向市场放权、向社会放权。扩大招投标“评定分离”试点范围,在设计、施工、监理、全过程工程咨询招投标项目中试点“评定分离”,推进造价市场化改革,激发区域经济和市场主体活力。全力推进建筑业领域“一件事”改革。推动建筑业领域审批服务便民化,为建筑业企业和办事群众构建更加高效、便捷的政务服务环境。推进更多建筑业领域行政许可高频服务事项掌上办、随时办、智能办。全面对接浙江省建筑施工企业信用评价体系建设,制定完善我市实施细则,构建以“双随机、一公开”为基础、重点监督为补充、信用监管为支撑的事中事后监管机制,进一步营造公平竞争的建筑业市场氛围。(责任单位:市建委、市审管办、市数据资源局)
二、强化建筑业高质量发展要素保障
(三)优化建筑业产业结构。在提升建筑业企业原有传统专业实力的同时,培育一批向公路、铁路、桥梁、港口航道、隧道、城市轨道、电力、石油化工、城市综合体等专业发展的建筑业企业,提升企业的专业施工能力和在高端市场的竞争力。积极引进市外特级(综合、甲级)资质等高等级建筑业企业。鼓励建筑业领域“杭商回归”,支持企业总部及基地建设,并根据《浙江省发展和改革委员会关于印发〈浙江省鼓励和引导发展总部经济的若干意见〉的通知》(浙发改经合〔2020〕89号)精神,按我市现有规定给予人才等方面的政策支持。(责任单位:市建委、市发改委、市投资促进局、市人力社保局)
(四)培育建筑业头部企业。支持本地骨干建筑业企业做大做强,重点支持培育有实力的建筑业企业晋升特级(综合、甲级)等高等级资质。支持符合条件的建筑业企业参加高新技术企业认定,对认定为高新技术企业的建筑业企业,减按15%的税率征收企业所得税。建筑业企业发生的职工教育经费支出不超过工资薪金总额8%的部分,准予在计算企业所得税应纳税所得额时扣除,超过部分准予在以后纳税年度结转扣除。鼓励和支持民营建筑业企业以联合、兼并、重组等形式,推进混合所有制和项目股份制改革,鼓励支持建筑业企业上市。(责任单位:市建委、市发改委、市科技局、市地方金融监管局、国家税务总局杭州市税务局)
(五)夯实人才队伍建设。加快建筑产业工人队伍建设,实施职工素质提升工程、职工成长发展工程。深化产教融合、校企合作,推行建筑业新型学徒制,增加智能建造等新兴领域产业技能人才供给。改革建筑用工制度,以专业分包企业为建筑产业工人管理的主要载体,逐步实现建筑产业工人公司化、专业化管理。保障建筑产业工人工资报酬合法权益,维护建筑工人职业安全和健康。支持建筑产业工人按规定享受积分落户、子女教育、法律援助、社会医疗保险等城市公共服务。弘扬劳模精神和工匠精神,积极选派优秀设计师参加工程勘察设计大师评选,指导和支持建筑业企业创建技能大师工作室。在同等条件下,获得“杭州建设工匠”称号的个人优先申报“杭州工匠”“五一劳动奖章”“劳动模范”等各项荣誉评选。(责任单位:市建委、市市场监管局、市人力社保局、市总工会)
(六)加大建筑业财政金融支持力度。鼓励银行业金融机构在授信额度、担保方式、利率优惠等方面给予有市场、有信用的建筑业企业更多支持。支持建筑业企业通过发行各类债券、票据以及施工合同融资贷款等新型融资方式直接筹集资金;支持符合条件的建筑业企业在银行间市场发行债务融资工具;支持建筑业企业以建筑材料、工程设备、在建工程作为抵质押物进行融资。鼓励银行业金融机构对信用良好的建筑业企业实施减费让利,严格禁止不规范服务收费。继续运用保函、保险机制推动保证金领域改革,释放建筑业企业保证金沉淀资金,减轻企业负担。(责任单位:市建委、市地方金融监管局、人行杭州中心支行、浙江银保监局)市级统筹建筑工业化、公共建筑能效提升等相关资金,探索制定绿色低碳城区及建筑示范、绿色建材试点示范等支持政策,支持建筑业高质量发展。各区、县(市)可结合属地情况,研究制定引进高等级资质建筑业企业、培育头部企业等资金支持政策,促进建筑业持续健康发展。(责任单位:市建委、市财政局)
三、推进建筑业转型升级高质量发展
(七)推动建筑行业迭代升级。强化数字化引领,推动BIM、物联网、大数据、云计算、智能建造、智能感知等数字技术在建设领域的全面应用。实施地下市政基础设施数字化改造。探索建立杭州市城市信息模型(CIM)基础信息平台,推动数字城市和物理城市同步规划、同步建设。加快应用BIM技术,探索制定BIM报建审批标准和施工图BIM审图模式,推进BIM数据与CIM平台的融通联动。对要求应用BIM技术的项目,在项目立项中明确BIM技术应用要求和配套费用,在设计、施工、咨询服务和物业等招标文件中,增加BIM技术应用内容和要求。推进省工程建设数字化改革试点。支持建筑业企业自主研发和技术创新,积极创建国家级、省级重点实验室和企业技术中心、研发中心、院士专家工作站等,积极主导或参与编制国际标准以及国家、行业、省市地方标准,开展标准化试点示范。(责任单位:市建委、市市场监管局、市经信局、市科技局)加快装配式建筑关键技术、重大科技创新成果转化推广,无国家、行业、地方标准的技术产品,由国家认可的检测机构进行试验、论证,出具检测报告,通过省级有关部门组织的专家技术审查后,审查意见可作为工程设计、施工、验收依据。对装配式建筑技术创新、示范基地与示范项目、农村钢结构装配式住宅(农房)试点示范予以财政奖励。大力发展钢结构装配式建筑,新立项政府投资的单体地上建筑面积2万平方米(含)以上的新建公共建筑应采用钢结构装配式建造。(责任单位:市建委、市发改委、市住保房管局、市规划和自然资源局、市财政局)

(九)强化建筑业品牌建设。推进建筑施工领域风险分级管控和隐患排查治理,引入第三方机构参与安全风险管理。推行建筑施工领域安全生产责任保险制度,将商业保险的风险专业化控制和社会保障功能引入安全生产监管体系。持续开展全市建筑工地安全文明施工标准化大比武,每年高品质创建杭州市建设工程施工安全生产标准化管理优良工地不少于200个,浙江省建筑施工安全生产标准化管理优良工地60个以上。建立健全建设工程质量责任追溯体系,落实工程质量终身制要求,严格执行“两书一牌”制度,强化企业负责人和项目负责人质量责任。完善工程质量检测制度,研究建立检测企业相关信息监管平台,加强检测过程和检测行为监管。深入推进建筑工地环境秩序治理,完善属地网格化管理体系。推进预拌混凝土车辆清洁化和预拌干混砂浆企业清洁生产改造。完善建筑设计方案审查论证机制,建立“前策划、后评估”制度。开展建筑师负责制试点,制定出台政策措施,明确建筑师权利和义务。打造杭州建筑产业集群“杭州建造”公共品牌。鼓励企业积极参与“品字标”品牌建设。(责任单位:市建委、市市场监管局)
四、助推城乡融合发展
(十)建筑业助推区域协同,促进共同富裕。鼓励建筑业企业参与未来社区、未来乡村建设,参与实施城乡风貌整治提升行动,助力农村基础设施、公共服务核心功能配套标准化建设,促进城乡供水、电网、通信、燃气等基础设施同规同标同质。助推“农民建房一件事”改革,建立农村房屋全生命周期管理机制,参与实施“老屋复老”行动,建设“杭派民居”特色村,努力形成建筑业领域推进共同富裕的杭州经验、杭州样板。(责任单位:市建委、市发改委、市农业农村局)

本意见自2022年3月28日起施行,有效期至2025年12月31日,由市建委负责牵头组织实施。各区、县(市)政府可参照本意见制定促进建筑业高质量发展的具体办法和措施。

By 2025, no less than 200 million square meters of green buildings will be built, and no less than 65 percent of high-star green buildings will be built. The proportion of renewable energy replacing conventional energy in new buildings should reach 8%. The energy efficiency of existing buildings has steadily improved, with no less than 3.2 million square meters of buildings being upgraded to conserve energy.

Prefabricated buildings account for 35% of new construction. Supporting qualified construction enterprises to participate in the recognition of new and high technology enterprises, the construction enterprises recognized as new and high technology enterprises shall be levied enterprise income tax at a reduced rate of 15%. The part of educational expenses incurred by construction enterprises that does not exceed 8% of the total wages and salaries is allowed to be deducted when calculating the taxable income amount of enterprise income tax, and the excess part is allowed to be carried forward for deduction in the following tax years. We will encourage and support private construction enterprises to promote mixed ownership and joint-stock system reform in the form of joint ventures, mergers and reorganizations, and encourage and support construction enterprises to go public. 5. Strengthening personnel training We will accelerate the building of the workforce in the construction industry and implement projects to improve the quality of workers and promote their development. We will deepen the integration of industry and education and university-enterprise cooperation, introduce new apprenticeships in the construction industry, and increase the supply of skilled industrial personnel in emerging areas such as smart construction. Reform construction employment system, take professional subcontracting enterprises as the main carrier of construction industry workers management, and gradually realize corporate and professional management of construction industry workers. The legitimate rights and interests of workers in the construction industry shall be guaranteed, and occupational safety and health of construction workers shall be safeguarded. We will support workers in the construction industry to enjoy urban public services such as household registration with points, children's education, legal aid, and social medical insurance in accordance with regulations. Carry forward the spirit of model workers and craftsmen, actively select outstanding designers to participate in the selection of engineering survey and design masters, guide and support construction enterprises to establish skill master studios. 6. Increase fiscal and financial support for the construction industry. Encourage banking financial institutions to give more support to construction enterprises with market and credit in terms of credit lines, guarantee methods and preferential interest rates. Support construction enterprises to raise funds directly by issuing all kinds of bonds, bills and construction contract financing loans and other new financing methods; Support qualified construction enterprises to issue debt financing instruments in the interbank market; Support construction enterprises to use construction materials, engineering equipment and projects under construction as collateral for financing. Banking financial institutions are encouraged to reduce fees and transfer profits to construction enterprises with good credit, and non-standard service charges are strictly prohibited. We will continue to use guarantee and insurance mechanisms to promote the reform of margin, release deposit funds of construction enterprises, and reduce the burden on enterprises. Strengthen digital leadership, promote the full application of BIM, Internet of Things, big data, cloud computing, intelligent construction, intelligent sensing and other digital technologies in the construction field. We will promote the pilot reform of digitization of provincial construction projects. Support construction enterprises in independent research and development and technological innovation, actively establish national and provincial key laboratories, enterprise technology centers, RESEARCH and development centers, academician and expert workstations, actively lead or participate in the formulation of international standards and national, industrial, provincial and local standards, and carry out standardization trials and demonstrations.
